Chatham County, GA Government is seeking a highly motivated and experienced Housing Development Administrator to play a critical role in our affordable housing initiatives. This position will be at the forefront of expanding and enhancing affordable housing options throughout the county. The ideal candidate will have a strong background in affordable housing development, grant administration, and regulatory compliance. - Plays a critical role at the forefront of affordable housing initiatives.
- Builds capacity and promotes the consideration of affordable housing goals in decision-making disciplines (e.g. transportation, planning, revitalization, land development, economic development and investment).
- Seeks to diversify funding to support the array of affordable housing strategies in Chatham County.
- Reviews applicable Notification of Funds Available (NOFA) and assists in pre-award services to ensure compliance with grant application submission.
- Assists staff with the solicitation and alignment of fiscal and programmatic matters for the specific grant.
- Coordinates and informs all stakeholders of tasks that may require Board approval in advance of the submission deadline and supports Grant Management staff in successful completion and submission of grants.
- Reviews award notification and works with stakeholders to ensure compliance with requests for additional information or acceptance requirements.
- Prepares and reviews information and reports for internal and external stakeholders.
- Leads and provides analysis and posts award services to ensure contracts, policies, and procedures adhere to regulations and grant specific requirements.
- Serves as a resource for staff of grant-funded programs for fiscal and programmatic compliance matters.
- Develops, implements, and maintains compliance related policies, procedures, and practices including internal controls and quality assurance in accordance with government regulations and organizational needs and objectives.
- Conducts research, evaluates, and presents options for financial and programmatic regulatory compliance.
- Conducts routine compliance reviews of grant programs to identify potential areas of compliance vulnerability and risk.
- Assists in preparations for external monitoring visits, reviews, audits, and cross-site evaluations.
- Conducts specialized research and analysis to evaluate and present informed decisions regarding financial and programmatic regulatory compliance.
- Coordinates solicitation for selection of housing development partners.
- Coordinates the process of bidding and contracting services in conjunction with departmental and County purchasing specifications, and prepares scope of work, conducts pre-bid and pre-construction materials when deemed appropriate.
- Monitors pre-development and development activities on affordable housing projects/sites.
- Manages the administrative aspect of the project, including monitoring expenditures, updating project schedule, processing purchase orders, coordinating acquisition and/or maintenance of required permitting, and facilitating adherence to all reporting requirements.
- Assists with the execution of affordable housing land use policy innovations.
- Identifies opportunities for expanding and enhancing affordable housing strategies county-wide.
- Assists with the development of land use and urban planning policies to ensure an array of affordable housing options exist.
- Reviews contractual agreements between the County and assigned sub-recipients to ensure compliance with standards and guidelines as presented by the funder.
- Prepares and drafts contracts, coordinates and tracks renewals, and assists in the annual contract review and preparation process for programs that directly impact housing development initiatives.
- Maintains appropriate records and documentation in accordance with grant regulations and county policy.
- Participates in review of expenditures and/or disbursement records for all funded programs and assists with the reconciliation process with applicable reports.
- Assists with the annual performance report process for all funded grants.
- Assists with coordinating citizen participation requirements, to include preparation of public notices.
- Responds to citizens’ questions and comments in a courteous and timely manner.
- Ensures all federal and state contracts and program forms meet current regulations and standards, to include allowable program costs and budget categories, and updates, as needed.
- Recommends actions necessary to resolve issues and/or concerns and stays abreast of regulatory requirements and standards.
- Provides guidance in interpreting and executing applicable regulations and sub-recipient award terms and conditions.
- Monitors environmental review requirements and advises the supervisor of changes in regulations and standards related to all grants/agreements.
- Ensure all policies and procedures are implemented and well documented.
- Performs internal reviews, data quality management, and analysis.
- Researches and analyzes regulations impacting the County and its service providers to determine and alter policies or organizational service contracts.
- Performs other duties as assigned.
Minimum Qualifications
- Bachelor's Degree in Urban/Regional Planning or a closely related field, and
- At least five (5) years of experience in affordable housing initiatives, real estate development, grant administration, budgeting, or governmental accounting, including at least three (3) years’ experience with grant program oversight; or
- Any equivalent combination of education, training, and experience.
Preferred Qualifications:
- Previous experience in management of multiple housing development strategies.
During emergencies and disasters affecting Chatham County, you may be required to report to work as part of a disaster operations team.

Candidates with direct and relevant experience may receive an offer of up to 10% above the minimum salary that is posted, reflecting their exceptional qualifications.
