What are the responsibilities and job description for the Real Estate Development Project Manager position at Housing Authority of Savannah?
Duties and Responsibilities:
Provides administrative and managerial support, regarding capital improvement and real estate development initiatives for the Housing Authority of Savannah (“HAS”). The RED Project Manager will develop project plans and will be responsible for project scope, schedule and budget for assigned real estate initiatives, which will span the entire real estate life cycle, including but not limited to: project’s initial conception through predevelopment; design; construction; lease-up through stabilization; operations; and real estate disposition and recapitalization. Responsibilities include, but are not limited to, the following:
- Manages multiple aspects of the development cycle for affordable housing projects, from site control and entitlement through design/construction process, stabilization, and disposition.
- Collaborates closely with HAS staff, business partners, contractors and government representatives, in support of the successful implementation of real estate development projects.
- Ensures adherence to all applicable HUD and other federal, state, and local laws during projects life cycles.
- Assists the Director of Asset Management in the coordination of stakeholder meetings on major projects.
- Performs project management work by managing, coordinating and directing complex development activities, for one or more projects.
- Along with development team, which may include consultants, prepares initial development plan for new construction and/or rehabilitation projects, including project concept, design, and financing.
- Assists in procurement solicitation, evaluation, negotiation, and contract preparation.
- Coordinates and reviews documents prepared by third-party professionals, relating to environmental surveys, appraisals, market studies, site plans, special construction issues and/or other materials.
- Monitors progress and quality of development projects.
- Prepare and monitor budget for project planning, design, regulatory, and construction phases. Ensure that project conforms to time and budget deliverables.
- Works with external stakeholders, to understand impacts on neighboring communities and projects, and recommends options for optimal collaboration.
- Maintains appropriate confidentiality of financial and project information.
- Assists in creating, managing, and maintaining various electronic and hard copy filing and tracking systems to ensure projects are on schedule, within budget, and in compliance with contracts and regulations.
- Conducts project assessments and makes recommendations on project feasibility relating to financing, marketability, operational and physical viability.
- Conducts other development activities, including but not limited to: oversight of general contractors and other consultants; managing community and tenant relations; and execution of acquisition, construction, and permanent financing.
- Completes site and unit inspections as assigned, following federal and/or state standards.
- Gathers and analyzes data, prepares reports, legal descriptions and/or documents related to easements, rights-of-way, licenses, permits, leases and/or other property rights.
- Collaborates with property management, to ensure appropriate operations and monitoring of projects.
- Strictly adheres to safety guidelines, while on construction job sites and while traveling on HAS business.
- Prepares timely, complete, accurate, and concise written technical documents.
- Prepares written and oral reports on project status and projected activity to management and partners as needed.
- Maintains compliance requirements in accordance with goals, policies, and procedures established by federal and state agencies for subsidized multifamily programs.
- Uses various software applications, such as spreadsheets and project management software, for tracking project progress.
- Reviews and verifies records and reports, to ensure that required documentation is present and correct.
- Operates personal computer to access e-mail, electronic calendars and other basic office support software.
- Operates office machines and equipment.
- Performs other duties as assigned.
Qualifications and Knowledge:
1. Graduation from an accredited four-year college or university, with major course work in Business, Real Estate, Engineering, Architecture, and/or related discipline, and a minimum of three (3) years of work-related experience in project management, including planning, managing, and scheduling projects is required; or any equivalent combination of education, training, and experience to meet the required knowledge, skills and abilities; Experience in Affordable Housing and/or Project Management Certification (CAPM/ PMP) is highly preferred.
- Experience in and knowledge of public housing, low-income housing tax credit programs, HUD, federal, state and local laws and regulations pertaining to public housing authorities.
- Knowledge of principles, practices and techniques of budgeting and accounting.
- Ability to read blue prints, plans and specifications.
- Experience with analysis and interpretation of complex contracts and construction documents, to include an understanding of affordable housing financing and preservation programs, low-income housing tax credits and tax-exempt bonds and/or other housing/real estate financing mechanisms.
- Ability to maintain adequate records and prepare clear, concise narratives.
- Ability to prepare and monitor complex statistical reports.
- Ability to establish short and long term goals and monitor progress to completion.
- Ability to coordinate and oversee a number of projects concurrently.
- Ability to supervise others effectively and collaboratively, reinforcing good performance and dealing firmly but fairly with less than satisfactory performance.
- Ability to communicate with and relate to persons of diverse backgrounds, and abilities and to establish and maintain effective working relationships with participants, landlords and the public.

Supervision Received and Given:
The employee receives assignments from the Director of Asset Management. Most instructions are broad directives or policy statements. Normally, the employee receives specific instructions only in unusual or sensitive circumstances. The employee initiates and follows through on routine tasks with minimal supervision. Situations that arise which are not covered by instructions are referred to the Director of Asset Management, or dealt with independently, depending on the circumstances. Normally, the employee identifies what needs to be done and indicates the priorities, deadlines, and resources available.
The employee monitors the work of contractors and/or vendors for accuracy, completeness, compliance with policy and/or contractual terms.
Guidelines:
The employee refers to HAS’ and HUD’s guidelines in performing work. These guidelines cover most job-related situations, although the employee frequently is required to use independent judgment in making decisions. If guidelines do not cover a situation, the employee consults the supervisor or makes a decision based on the circumstances.
Complexity:
The employee performs a wide variety of tasks, which range from routine to difficult and are not closely related. The employee must identify the work that needs to be done, determine how to accomplish it and coordinate, integrate and prioritize a variety of tasks or assignments. The employee must make regular decisions involving usual and unusual circumstances, conflicting data or other non-routine occurrences. Routine work is instructed and problems encountered by the employee do not require extensive analysis to identify them. Tasks frequently have to be coordinated, integrated and/or prioritized. Decisions regarding unusual circumstances may be made by the employee and/or referred to the supervisor for resolution.
Scope and Effect:
The employee's work primarily impacts the new development program of the housing authority and the Authority's residents and non-residents. Successful accomplishment of duties by the employee will result in timely completion of those programs and provide better, more-affordable housing for low-income families in the community.
Personal Contacts:
Contacts are primarily with other Authority employees, federal, state and local governmental officials and representatives and community agencies. The employee has contact with architects, engineers, consultants, contractors and Authority residents. The primary purpose of contacts is to obtain, give or clarify information, plan and provide assistance and resolve problems. Contacts are normally cooperative; however, they may be occasionally antagonistic, unresponsive, or uncooperative contacts.
Physical Demands:
Work is principally sedentary, but involves some physical exertion during on-site visits with residents or staff members, inspections of Authority developments, and construction sites, and facilities. Physical demands may include bending, stooping, bending, standing, walking at construction sites, climbing ladders and exposure to outside elements.
Work Environment:
Work involves the normal risks or discomforts, associated with an office environment, and is usually in an area that is adequately heated, lighted, and ventilated. Frequently, it involves visits to outdoor developments, sites, dwellings or facilities, inspections of structures and/or confrontations with residents, employees and contractor personnel. Work is primarily with use of computer, reading and preparing documents, and meeting deadlines.
