This position provides oversight to all family service programs provided through the Chatham Diversion & Advocacy Program. The Family Services Manager is the primary contact for the OVW Justice for Families (JFF) funded supervised visitation and safe exchange center. Responsibilities include supervising the Family Service Department, including visitation center, child advocacy, parenting, and family violence prevention services. This position supports staff, regularly reviewing the program’s direct services and making necessary recommendations to the Chatham Diversion & Advocacy Programs Director regarding staff and direct service issues and needs.
The Family Services Manager collaborates to develop all policies and procedures for the center's operations and ensures the visitation center utilizes best practice standards as outlined in the JFF programs’ guiding principles. This position helps develop and implement domestic violence training and education related to the center’s operations. This position provides support to all programs to ensure staff deliver non-judgmental services with an emphasis on healthy relationships, healing from violence in a safe and supportive environment, and equips parents and children with the tools necessary to communicate effectively. This position ensures informed delivery of services to victims of domestic violence, their children, as well as those who have perpetrated violence.
Essential Functions
- Assists the CDAP Director in coordinating the site plan and furnishings for the visitation center;
- Develops program policies and procedures based on best practices and guiding principles;
- Works closely with program technical assistance providers to ensure program success;
- Hires, trains, and supervises visitation staff on an ongoing, consistent basis, including developing and evaluating staff performance goals and making employment status recommendations to the Director;
- Oversees and/or provides training efforts;
- Conducts regular staff meetings, including providing support and debriefing opportunities;
- Supervises staff to maintain professional relationships with parents and children;
- Monitors and approves payroll;
- Coordinates visitation scheduling utilizing best practices and guiding principles of supervised visitation programming and assigns visitation staff to each family;
- Participates in ongoing assessment and evaluation of the family’s goals;
- Provides verbal feedback to families regarding their conduct and progress in visits in conjunction with Visitation staff;
- Tracks statistical data for assigned clients, continual data quality, and input on services and goals;
- Ensures program efficiency and accurate client records;
- Responsible for the Visitation Center data collection necessary to meet OVW reporting requirements and helps measure progress toward established outcome measures;
- Develops and assists with the department’s family service education/prevention within the community;
- Initiates outreach activities and attends additional community meetings assigned by the Director;
- Ensures the provision of follow-up services to all clients and families served;
- Assists with the department, grant writing, grant management, and community presentations;
- Conducts public speaking engagements as assigned by Chatham Diversion and Advocacy Program Director;
- Assures that confidentiality is maintained regarding all client information and agency proprietary information, including but not limited to record storage, organization, and maintenance;
- Maintains collaborative working relationships with community partners, stakeholders, and judicial staff;
- Ensures successful execution of standards, policies, and procedures of confidentiality and programming focused on empowerment and safety;
- Participates in technical assistance opportunities as well as other Justice for Families related management meetings as appropriate;
- Performs other duties assigned.
Minimum Qualifications
Master’s degree in social work or equivalent. Experience working with families experiencing domestic violence, child advocacy, and parenting education with strong subject matter experience preferred. Experience in counseling applicable to domestic violence. Preferred bilingual in Spanish and English. Supervisory experience preferred.
Knowledge, Skills, and Abilities
- Thorough knowledge of domestic violence, dating violence, sexual assault, and stalking dynamics, including understanding power and control tactics, victimology, poly victimization, and other emerging issues as they relate to these crimes;
- Thorough knowledge of the dynamics of the mental health system, prevention strategies, and the impact of trauma on individuals, children, and families;
- Thorough knowledge of child abuse/neglect dynamics;
- Proven experience in working with families experiencing challenges, including parenting education and child advocacy;
- Strong understanding of intimate partner violence, evidenced-based parenting, culture, and survivor’s needs;
- Strong understanding of child development principles and family dynamics;
- High degree of knowledge and compassion for those impacted by domestic violence;
- Excellent conflict resolution skills;
- Experience in program development, implementation, and evaluation;
- Excellent written and verbal communication skills and ability to communicate with a?wide range of individuals from different backgrounds;
- Demonstrated experience in mobilizing service systems, management, and the ability to foster collaborative relationships;
- Demonstrated comfort level that supports working with trauma, crisis, conflict, and confrontation with children and their families;
- Familiarity with local community resources and referral networks;
- Proficient computer skills with working knowledge of Microsoft Office Excel, Word, Access, Publisher, and PowerPoint;?
- Proficiency in data collection, analysis, and reporting;?
- Ability to implement the integration of the four programs;
- Ability to work with diverse families and children in stressful situations;
- Ability to maintain confidentiality;

- Ability to prioritize tasks, handle multiple assignments, and meet deadlines in a fast-paced environment, while maintaining strict attention to detail;
- Ability to effectively supervise employees on an ongoing, consistent basis, including developing?and evaluating staff performance goals and making employment status recommendations to the CDAP Director;
- Ability to maintain effective and harmonious working relationships with judicial staff, Department of Social Services (DSS), the public, and with professionals of other disciplines.
Physical Requirements

Special Requirements
Must possess a valid North Carolina driver's license.
Must be able to work a flexible schedule, including weekend and/or weeknight hours to accommodate visitation service hours.
Must have completed forty (40) hours of domestic violence training or ability to complete training within twelve (12) weeks of hire.
