The Chattanooga Housing Authority (CHA) seeks a qualified individual for the full-time position of Director of Housing Choice Voucher Program.  The deadline to submit applications is Friday, April 11, 2025. Applications from internal candidates are only being accepted at this time. 

Position Description

 

The Director of the Housing Choice Voucher Program (HCVP) is directly and solely responsible to the Executive Director for the efficient and effective operation and overall management of the HCVP.  The person who holds this position provides supervision of all professional, administrative, and technical staff in the HCVP Department. To the extent possible, assures goals and objectives are met or exceeded.  When goals and objectives are not met, develops strategies that will progress toward meeting the performance thresholds.

 

Essential Duties and Responsibilities

 

The statements contained herein reflect general details to describe the position, the level of knowledge and skill typically required, and the scope of responsibility, but should not be considered an all-inclusive listing of work requirements.  This individual may perform other duties as assigned including work in other functional areas to cover absences or relieve others, to equalize peak work periods or otherwise balance the work load.

 

1.  Directs the activities of the HCVP Department; including planning, staffing, budgeting, and community outreach.
2. Represents the CHA in legal actions concerning HCVP participants and landlords including grievance hearings, as necessary.   
3. Directs the formulation and administration of policies, procedures, and practices.

4. Explains and conveys Chattanooga Housing Authority, local, state, and federal regulations and laws to staff, HCVP participants, landlords, and the Greater Chattanooga Community.

5. Processes Housing Assistance Payments Contracts for payment to landlords and Utility Assistance Payments to HCVP participants (if applicable). 

6. Processes manual payment adjustments as needed.
7. Conducts training seminars for staff, participants, and landlords on housing issues. 

8. Conducts monthly meetings for existing and potential landlords in the Program.

9. Coordinates with the Finance Department to prepare the annual budget for the Program.

10. Performs yearly evaluations for applicable staff.

11. Processes direct deposit payment information for landlords and participants.

12. Oversees SRO grant with The Partnership for Families, Children, and Adults.

13. Ensures compliance with the Section 8 Management Assessment Program requirements, with an annual goal  of achieving high performer status.

14. Monitors voucher utilization on a monthly basis to ensure financial viability of  the HCVP.

15. Exhibits and encourages behaviors that uphold CHA’s core values.

16. Keeps abreast of HUD, federal, state, and local rules and regulations impacting assigned programs and makes  recommendations to the Executive Director.

17. Establishes and maintains effective working relationships with the CHA Board, employees, residents, participants, landlords (as applicable), contractors, as well as city, state, and federal officials and works harmoniously with community stakeholders. 

18. Attends and/or participates in various meetings related to the CHA as required.

19. Reports consistently to assigned work location(s) in accordance with established work schedule. Must be reliable.

20. Provides outstanding customer service by responding to phone calls, emails, and written correspondence in a  timely, efficient, and appropriate manner.

21. Handles confidential matters with discretion. 

22. Performs other duties as directed. 

 

Required Knowledge, Skills and Abilities

 

1. Knowledge of local, state, and federal laws governing public and other subsidized housing programs. 

2. Ability to mediate disputes among CHA employees, participants, landlords, and other parties; responds quickly    to issues or questions.

3. Strong interpersonal skills and effective communication ability, both orally and in writing.

4. Ability to make presentations to CHA Board of Commissioners and others as required.

5. Ability to train and instruct subordinates to effectively and efficiently achieve organizational goals.

6. Ability to prepare and interpret comprehensive, accurate and concise reports and data.

7. Ability to communicate with people from a broad range of ethnic and socio-economic backgrounds.

8. Ability to work independently and in-group settings and use sound judgment in decision-making and problem solving.

 
Minimum Education, Training, and/or Experience

 

1. Graduation from an accredited college or university is preferred. Advanced degree in Finance, Urban  Planning/Management, Business/Public Administration, Law or related field is preferred. 

2. A minimum of five to seven years’ in a supervisory capacity is preferred. 

3. Any equivalent combination of education, training, and experience which, in the sole determination of the  Executive Director, provides the required knowledge and abilities may be considered sufficient.

 

Physical/Mental Requirements

1. Level of manual dexterity sufficient to allow for operation of office equipment.

2. Ability to move, handle, or lift small objects around desk area.

 

Special Requirements

 

1. Must possess a valid driver's license, have reliable transportation and be insurable under CHA’s automobile insurance. 

2. Criminal background checks and drug screening will be performed.

3. Demonstrated proficiency at Microsoft Word and Excel.

Salary : $107,670 - $183,150
