Job Overview
The purpose of this position is to assist the Chief and other line officers of Chenango Ambulance Services, Inc. (CAS) in the performance of managerial, administrative, and specialized work functions associated with overseeing the Emergency Medical Services (EMS) operations, providing incident command in the absence of a traditional line officer and emergency medical care, monitoring contractual activities, assisting the Advanced Life Support (ALS) Supervisor and Controlled Substance Officer, processing new volunteer applicants, and coordinating EMS activities with mutual aide departments and municipal agencies.
Responsibilities
- The Executive Director is responsible for all administrative duties associated with the daily operations of CAS. Manages and oversees, either personally or through subordinates, the daily operations of CAS including EMS billing and emergency medical operations.
- Oversees and reviews EMS billing activities including electronic billing, spreadsheets, and reports; responds to patient billing questions/complaints as patients' last resort; resolves consumer and billing issues.
- Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals.
- Organizes workflow and prepares schedules; reviews payroll; approves timesheets and leave time; oversees departmental training and quality assurance efforts.
- Supervises processing of new members and career personnel; may conduct applicant interviews during the process; makes hiring and personnel recommendations.
- Coordinates EMS activities with mutual aide agencies, municipal agencies, and fire departments; participates in multi-agency emergency exercises to evaluate preparedness.
- Provides Incident Command on-scene, as needed if a traditional line officer is not available, for emergency calls involving hazardous materials, natural and man made disasters, rescue, and other critical incidents; coordinates activities with other agencies.
- Responds to questions, complaints and requests for information/assistance from the general public, media, patients, fire, law enforcement, medical personnel, various agencies, members, employees, officials, supervisors, or other individuals.
- Establishes priorities for anticipated departmental requirements for each fiscal year; assists the Chief with preparing and submitting an annual budget; recommends budget revisions as appropriate; monitors operational expenditures for fiscal compliance
- Maintains a comprehensive, current knowledge and awareness of applicable emergency medicine techniques, policies, procedures, codes and laws
Qualifications
- Three (3) years of managerial experience in an Advanced Life Support Emergency Medical Services System, or EMS operations supervisor; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job. Must meet all eligibility requirements and certifications.
- Must possess and maintain a valid New York State Driver’s License with any applicable endorsements and maintain eligibility requirements and endorsements to drive all company vehicles.
- Must attain and maintain valid New York State license as a Paramedic. Must attain and maintain valid Cardiopulmonary Resuscitation (CPR), Advanced Cardiac Life Support (ACLS), EVOC (Emergency Vehicle Operation Course), Pediatric Advanced Life Support (PALS), and Instructor certifications.
- Physical Ability: Tasks require the regular and, at times, sustained performance of moderately physically demanding work, typically involving some combination of climbing and balancing, stooping, kneeling, crouching, and crawling, and that may involve the lifting, carrying, pushing, and/or pulling of moderately heavy objects and materials (20-50 pounds).
