POSITION OVERVIEW

The Director, Air Quality and Environmental Strategy is a leader within the Corporate Environmental and Regulatory Projects Department.  The Director, Air Quality effectively manages staff to provide technical support and expertise to the Company for air quality-related matters.  The Director, Air Quality further ensures air quality compliance strategies, governance and controls are established, implemented and effective across the business. The Director, Air Quality interfaces with internal and external stakeholders in the identification, monitoring, assessment and reporting of business impacts from new or emerging policy, regulation, or best practices.  The Director, Air Quality, at times and in collaboration with other business units, prepares comments for submittal to governing bodies related to proposed or new regulatory changes. The Director, Air Quality provides guidance and oversite of implementation associated with identified changes to maintain continuous compliance at operating assets.  The Director, Air Quality oversees a diverse team of subject matter experts and is responsible for ensuring various air quality regulated activities are conducted timely and accurately.  These activities include but are not limited to;  air emission estimates; State and Federal air permit applications; FERC air quality and noise related submittals; air dispersion modeling etc. The Director, Air Quality is the senior company expert on air quality matters and compliance, as such this position performs or assists in environmental compliance auditing/assurance activities.  Primary states of  responsibility include Texas, Louisiana and Oklahoma. The ideal candidate will have experience with various national and state trade organizations e.g. API, INGAA, SGA, and LMOGA.

 

RESPONSIBILITIES AND ESSENTIAL DUTIES

  • Assist or provide resources with “front-end” planning of major projects as it relates to permitting and compliance. 
  • Coordinate with HSE in the establishment, implementation and maintenance of policies and procedures. 
  • Coordinate with Company business units to ensure permit conditions and requirements are met during construction, commissioning and operations. 
  • Coordinate with internal stakeholders and act as SME on Air Quality initiatives and reporting. 
  • Oversee the design, implementation, and evaluation of Air Quality programs 
  • Routinely perform Quality Assurance on environmental related data, submissions, and reports.  Communicate outcome to internal stakeholders.
  • Facilitate continuous improvement initiatives to identify technology, equipment or methods to lessen environmental impact of Company operations. 
  • Develop and maintain a system to report to internal stakeholders environmental permitting strategies, status and schedules. 
  • Research and communicate regulatory or statutory issues that may affect the company’s interests and develop comprehensive impact analyses, when needed.
  • Act in an advisory capacity to senior and executive management on technical air quality concerns. 

 

KNOWLEDGE AND SKILLS

Knowledge

The ideal candidate will have a near expert level understanding of Federal air quality regulations, policies, and emerging regulatory programs. Strong expertise in Texas, Louisiana and Oklahoma state regulations and experience in natural gas infrastructure construction and operation. Previous regulatory tracking and impact analysis is a plus. A thorough understanding of GHG voluntary and regulatory related programs, and latest monitoring technologies is preferred. Previous LNG Terminal and natural gas pipeline experience is desired.

  • Proven excellent written and verbal communication skills and experience effectively communicating with diverse groups. 
  • Excellent communication & interpersonal skills to effectively interact with all levels of internal & external stakeholders.
  • Ability to manage complex and highly confidential matters in a mature and professional manner. 
  • Must be detail oriented with strong math and organizational skills. 
  • Excellent listening skills and ability to effectively communicate information 
  • Ability to work in a fast paced environment with multiple concurrent and competing assignments. 
  • Ability to prioritize work and deliver projects to achieve goals. 
  • Must be a team player, self-motivated with high level of energy and creativity. 
  • Strong PC skills, proficient in MS Office products and specialized emissions quantification software. Familiarity with Environmental Management Systems is desired. 
  • Must maintain a Transportation Worker Identification Credential (TWIC) card in good standing status. 

 

EDUCATION AND EXPERIENCE

Education and Certifications: Bachelor degree in Environmental Science, Chemical Engineering or related technical field. 

Experience: Fifteen (15) or more years of related work experience in air quality permitting & regulatory compliance in the oil & gas industry.

WORK CONDITIONS

  • Job is performed in a typical office environment, but is subject to time pressures and constraints, and is often dependent on input from others. 
  • Occasionally, work may be performed from home, after normal work hours or on weekends. 
  • May be required to work overtime.
  • Subject to drug and alcohol testing, per applicable federal regulations or as required by Cheniere.
