MINIMUM QUALIFICATIONS

Master's degree or higher with proper certification as required by the Professional Standards Commission. Twelve years in education; five years in an administrative position preferred. Experience with federal programs, large scale assessments, public administration or services, educational administration, statistical analysis, or related administrative area.

GOAL

Responsible for the ongoing development and continuous quality improvement of Federal Programs and the District's Comprehensive Student Assessment system, including local, state, and national assessments. Provide leadership and oversight for the assessment and Federal program by ensuring alignment to the strategic plan established by the Board of Education.

REPRESENTATIVE DUTIES & RESPONSIBILITIES

  • Design and implementation of a comprehensive accountability system aligned to district's achievement objectives aligned to board policy and Superintendent's direction.
  • Provide oversight to federal, state, and local assessment requirements.
  • Prepare reports and analysis for accountability results for internal use and public transparency.
  • Assures the statewide K-12 assessment program is implemented and monitored for compliance at the school and system level.
  • Oversees all district-wide testing programs, testing operations and functions of administration and operations, including purchasing, acquisition, and maintenance of all testing materials; coordination of distribution of material and reports; direct the scanning, scoring and processing of test records and results.
  • Leads the development of professional learning to enhance the capacity of school leaders and classroom teachers to effectively practice a balanced assessment framework.
  • Coordinate with Academics, School Leadership & Operations, and Technology to provide actionable dashboards to school leaders.
  • Provide leadership in the reporting and publication of key performance indicators for district divisions.
  • Ensures K-12 federal programs within the scope of the position are incompliance with state and federal laws; remains current on laws and requirements of the programs.
  • Provides leadership and direction for all projects and activities related to Federal and Assessment programs.
  • Oversee prep of the Georgia Consolidated Application including planning, budget and audit requirements related to Comparability reports and Title I School Improvement.
  • Oversee development and implementation of intervention programs, summer school, and remediation.
  • Serves as the subject-matter expert with deep expertise and understanding on Georgia State accountability system and federal programs.
  • Represents the District in external accountability discussions.
  • Oversees external research requests and processes.
  • Provide verbal and written information concerning all assessment / testing programs to the School Board, administrative and instructional personnel, parents, civic and professional groups, and community agencies.
  • Follow work scheduling and attendance requirements in a regular, predictable and punctual manner.
  • Participate in training programs to increase skills and proficiency related to the assignment.
  • Review current developments, literature and technical sources of information related to the job responsibility.
  • Ensure adherence to good safety procedures.
  • Follow federal and state laws, as well as School Board policies.
  • Perform other duties as assigned.
