Job Duties:
Talent Development Specialist I
Plan, organize, deliver, and maintain effective professional development experiences through classroom, virtual, and e-learning activities for the workforce of the Cherokee Nation. Create and develop training manuals, online learning modules, and course materials by researching and reviewing appropriate materials from recognized sources. Develop and design career development strategies across the Cherokee Nation. Delivers informal and formal learning solutions, with supervision and review, in a manner that is both engaging and effective. Perform administrative tasks such as scheduling classes, setting up systems and equipment, and coordinating enrollment for all development programs. Implement various learning solutions and best practices that enhance employee Performance and prepares them for positional success and professional progression in the areas of talent development, compliance, leadership, and executive coaching. Schedule, implement, evaluate, and communicate with program participants through technology and tools including the Infor Learning Management System (LMS) platform and various virtual platforms. Respond to training inquiries and applies a variety of learning technologies to address specific learning needs with supervision and review. Collaborate with internal and external resources to create new and exciting development opportunities. Including, meeting with and promoting the various development programs to the many departments and programs at the Cherokee Nation. Utilize learning metrics and analytics to measure the impact of learning solutions with supervision. Serve as a contact for the purpose of talent, professional, and leadership development; Provide guidance on related training & development opportunities that support the Cherokee Nation's strategy, mission, vision, goals, and outcomes. Assist with administration and maintenance of LMS, such as recommending new courses. Perform other job duties as assigned.
Talent Development Specialist II

Applies a systematic process for analyzing human performance gaps. Implement various learning solutions and best practices that enhance employee performance and prepares them for positional success and professional progression in the areas of talent development, compliance, leadership, and executive coaching. Schedule, implement, evaluate, and communicate with program participants through technology and tools including the Infor Learning Management System (LMS) platform and various virtual platforms. Respond to training inquiries, conduct employee engagement activities, and assess a variety of skills and knowledge evaluations to identify and gauge current and future professional & leadership development opportunities. Applies a variety of learning technologies to address specific learning needs with supervision and review. Monitors and reports the effectiveness of training programs; supports the e-learning/distance education and academic/educational initiatives, and educational services necessary for education and career development for Cherokee Nation. Collaborate with internal and external resources to create new and exciting development opportunities. Including, meeting with and promoting the various development programs to the many departments and programs at the Cherokee Nation. Utilize learning metrics and analytics to measure the impact of learning solutions with supervision. Serve as a contact for the purpose of talent, professional, and leadership development; Provide guidance on related training & development opportunities that support the Cherokee Nation's strategy, mission, vision, goals, and outcomes. Assist the facilitation of strategic planning for change and support the change intervention. Captures organizational knowledge for inclusion in development solutions. Converts existing courses and assessments for web-based delivery. Records and edits audio files, including narrative and sound effects, using audio editing software. Assist with administration and maintenance of LMS platform, including research and resolution of LMS issues, researching and recommending new courses and other LMS-related tasks. Practices web usability principles to design learning that is easily accessible to users at diverse levels of comfort with technology. Perform other job duties as assigned.

Assist the facilitation of strategic planning for change and support the change intervention. Assist in the conducting of diagnostic assessments. Captures organizational knowledge for inclusion in development solutions. Converts existing courses and assessments for web-based delivery. Records and edits audio files, including narrative and sound effects, using audio editing software. Assist with administration and maintenance of LMS platform, including research and resolution of LMS issues, researching, and adding new courses and other LMS-related tasks. Practices web usability principles to design learning that is easily accessible to users at diverse levels of comfort with technology. Conceptualizes and writes highly interactive learning objectives that help improve performance. Develop criteria for evaluating effectiveness of training activities and regularly monitor and reports results to management, along with recommendations for improvement as appropriate. Develop and conduct audits to identify training needs and opportunities for performance improvement. Coaches individual managers/employees for professional growth and leadership development. Works with managers and other tribal employees to design, plan, coordinate and implement employee and team effectiveness strategies. Consults with departments to develop programs and provide information designed to enhance employee engagement, team building foundations and cultural initiatives. Designs processes and programs to improve organizational effectiveness and efficiency. Assists with developing, implementing, managing, and monitoring effectiveness of special projects such as employee and leadership development programs, internship programs and/or other employee engagement and development programs. Utilizes exceptional creativity and involves frequent interaction with executive levels to pitch new ideas, programs, and initiatives. Perform other job duties as assigned.

Qualifications:
EDUCATIONAL REQUIREMENT
Bachelor's degree from a 4-year college or university; or six (6) years of related experience; or an equivalent combination of education and experience.
EXPERIENCE
Talent Development Specialist I
At least three (3) years of related experience. Prefer at least two (2) years of experience in education or professional training.
Talent Development Specialist II
Five (5) years of related experience. Prefer at least three (3) years of experience in education or professional training.
Talent Development Specialist III
At least seven (7) years of related experience. Prefer five (5) years of experience in education or professional training.
COMPUTER SKILLS
An individual should know Microsoft Software and Internet Software.
CERTIFICATES, LICENSES, REGISTRATIONS
Certified Professional in Training & Development preferred. Must possess a valid driver's license with a driving history verified through a motor vehicle report that meets the requirements for Cherokee Nation underwriting rating.
OTHER QUALIFICATIONS
The employee must not be and will not be under sanction by the United States Department of Health and Human Services Office of the Inspector General (OIG) or by the General Services Administration (GSA) or listed on the OIG's Cumulative Sanction Report, or the GSA's List of Excluded Providers, or listed on the OIG's List of Excluded Individuals/Entities (LEIE). Effective written, communication, presentation and computer skills including working knowledge of Microsoft Office products. Fundamental business acumen. Working knowledge of HR principles and processes. Working knowledge of management principles involved in planning, resource allocation, leadership technique and coordination of people and resources. Excellent collaboration skills including informing and the ability to flex to support broader business and HR teams, as needed. Strong analytical, critical thinking, problem solving and planning skills. Ability to use data to identify opportunities and/or create solutions. Ability to advise business leaders and employees including the ability to build trusting relationships. Ability to produce results. Ability to identify alternative solutions, conclusions or approaches to problems. Ability to set priorities and work in a group environment or independently. Experience with LMS is preferred.
