GENERAL PURPOSE
This position assists the Director of School Plants in overseeing, coordinating, and supervising the maintenance and upkeep of school buildings and grounds. Supervision is exercised over skilled, unskilled, and clerical workers.
ESSENTIAL JOB FUNCTIONS
- Plans, organizes, directs, and supervises school facilities and grounds maintenance, repair, maintaining records, and files.
- Meets with lead tradespersons as needed to discuss daily or emergency work assignments.
- Responds, evaluates, and resolves daytime emergencies as they arise.
- Communicates with school principals regarding special projects, emergency situations, and budget requests.
- Reviews and approves material requests for goods or services as routine or emergency.
- Determines purchasing process for emergency purchases.
- Monitors, increases, and approves increases to blanket purchase orders and purchase orders.
- Investigates requests from schools regarding renovation and construction to ascertain the feasibility and economic consideration of implementing these requests.
- Solicits prices for goods and services when needed.
- Monitors in-house purchases and price solicitations to ensure they comply with the Virginia Public Procurement Act and School Board Policy.
- Develops and reviews bid specifications as they apply to School Plants’ needs; assists in the evaluation of bids as required; inspects contracted work and processes payments.
- Monitors maintenance contracts both for service and pricing.
- Communicate and schedule meetings with contractors to rectify any problems.
- Acts on behalf of the department director when required.
- Performs other related duties as required/assigned.
- Establishes and maintains an efficient procedure for the scheduling and tracking of work requests.
- Assists with the selection of new personnel and documents the selection methodology.
- Directs departmental personnel to ensure compliance with School Board policies and departmental regulations.
- Assists the director by identifying projects and equipment/supplies for inclusion in the budget.
- Counsels with employees to resolve complaints, difficulties, and other matters related to personnel management.
- Assists in planning staff development and professional improvement.
- Assists the director in developing ongoing energy management practices and their implantation.
- Assists in managing the distribution, review, and documentation of evaluation instruments for classified personnel.
- Assists in approving purchase requisitions and payment requests for services, equipment, and supplies.
- Assists with approving leave, overtime, and time card exception sheets.
MINIMUM QUALIFICATIONS
- Any combination of education and experience equivalent to a Bachelor’s Degree in Engineering or a related field.
- At least three years of experience in building maintenance and repair work, including considerable supervisory experience.
- Possession of an appropriate driver’s license valid in the Commonwealth of Virginia.
- Possession of or ability to acquire appropriate license(s), certificate(s), and/or endorsement(s) for position as required by the Commonwealth of Virginia and School Board.
KNOWLEDGE, SKILLS, AND ABILITIES
- Knowledge of the basic principles and methods of mechanical, electrical, plumbing, HVAC, energy, and trades as applied to the maintenance and repair of large buildings and related facilities.
- Knowledge of basic architectural and engineering principles and concepts.
- Knowledge of the hazard and necessary safety precautions involved in maintenance work.
- Skill in planning and supervising the work of subordinates.
- Ability to plan work independently.
- Ability to prepare specifications and cost estimates.
- Knowledge of the principles, practices equipment, tools, and materials used in maintenance work.
- Ability to establish and maintain effective working relationships with associates.
- Demonstrates the ability to understand human behavior and to lead and motivate people.
- Demonstrates good communication and human relations skills.
- Demonstrates professionalism by working cooperatively with other staff members; using support services when needed; ensuring oral communications are clear and accurate; respecting the confidential nature of professional information; submitting reports accurately and punctually; and complying with administrative directives, individual school guidelines, and School Board policy.
- Work may require 24-hour on-call periods in addition to being on-call at all times for emergencies. Some night work may be necessary.
WORKING CONDITIONS & PHYSICAL REQUIREMENTS
- The work environment is both inside and outside; the worker is subject to inside and outside environmental conditions, and extreme cold.
- This is sedentary work requiring the exertion of up to 10 pounds of force occasionally and a negligible amount of force frequently or constantly to move objects.
- Work requires climbing, balancing, crouching, reaching, walking, pushing, lifting, fingering, grasping, feeling, and repetitive motions; vocal communication is required for expressing word levels, visual acuity is required for preparing and analyzing written or computer data, use of measuring devices, operation of motor vehicles or equipment, determining the accuracy and thoroughness of work, and observing general surroundings and activities.
