Summary
The Migrant Education Outreach and Enrollment Specialist is responsible for identifying children of seasonal or temporary migratory agricultural workers, certifying and verifying their initial eligibility, and enrolling them in the Migrant Education program. This role also involves communicating with schools and agencies to advocate for students and help them develop their educational competencies. Additionally, the Outreach and Enrollment Specialist will support families with program entry and school enrollment, conduct needs assessments within a 10-day period, and upload data and Certificates of Eligibility (COE) information. They will also be responsible for submitting student information to the data specialist within the required quality control timeframe set by Pennsylvania state regulations, which is 30 days. Furthermore, the Outreach and Enrollment Specialist will assist with the transition to ongoing Migrant Education Program (MEP) services.

Essential Job Responsibilities
- Visit the seasonal and temporary farms or businesses as soon as the migrant families arrive in the area and on a regular basis as needed
- ?Regularly monitor agricultural publications for employment news.
- Conduct family interviews and complete questionnaires based on referrals from instructional staff, survey forms, other agencies, etc. to determine eligibility by obtaining appropriate docuementation; Complete Certificate of Elibility (COE) form and forward to appropriate parties
- Inform the parents of preschool and school-age children of basic programs and services available; Keep parents informed of eligibility time and list of services they will receive in 3-year eligibility term
- Provide appropriate background, educational, and health information to the support service, instructional staff, and emanicipated/out-of-school youth and determine needs assessments within 2 weeks of start, document information accordingly
- Support student support staff and families with interpretation as needed.
- Work closely with the project manager, recruitment coordinator, and/or data entry specialist to assure accurate and timely record processing (Quality Control Policy).
- Complete daily, weekly, and monthly schedules, contact logs and summaries and forward to appropriate parties including OSY group activities
- Consult with students, parents, the school district and program personnel, and other service agencies on a regular basis to improve and provide proper academic placement (30-day period).
- Transiiton caseload of newly arrived families to assigned Student Support Specialist (upon 30-days), refer students and families appropriately while acting as advocate
- Develop and maintain an understanding of educational initiatives, developmentally appropriate programs, and government and social services available for migrant students.
- Be available to work outside of traditional hours, as appropriate, in accordance with the needs of migrant students & families; Attendance at occasional evenings, weekends, and overnight stays is required
Education and Experience:
- Bachelor’s degree in education, sociology, social work, social services, or communications strongly preferred
- High School Diploma required with at least one (1) year of work experience with migrant, refugee, or English as a second Language (ESL) students required
- Bilingual (Spanish)/Bicultural required
- Experience in recruitment, interviewing techniques, community and social work, and education required
- Ability to work effectively with staff, business representatives and school personnel required
- Valid Driver's License required
- Current police, child abuse, and FBI fingerprint clearances within 1 year required
Project, Level 12, $57,920 - $72,400/yr. (Non-exempt)
- Placement on band is based on years of direct experience in a comparable role. 260 day position, 7.5 hours per day, 5 days per week
