Provides oversight and operational support for School Security Officers and technical guidance to school administrators. Trains School Security Officers and other security staff, school administration, and teaching and support staff security-related skills; develops and maintains the Standard Operating Guidelines for School Security Officers; and assists the Emergency Operations Center during disasters, crises, and exercises. Supports and monitors security-related school division initiatives, including safety app-based functionality, the coordination of school access products and processes, and school site safety transportation efforts.

EXAMPLE OF DUTIES
Provides oversight support for School Security Officers, assisting school administrative staff with evaluation criteria.Assists with the development and implementation of a comprehensive training program for the Office of Safety and Security, including state-mandated initial and in-service training programs for all School Security Officers; trains and mentors newly hired/promoted School Security Officers; works with designated school administrators to develop metrics and evaluate the performance of School Security Officers.Leads or participates in committees, task forces, and working groups related to school safety, building management, public safety, emergency management, and other related areas.Provides oversight of district-wide weapons detection systems, to include logistics, maintenance, and deployment of units within schools.Works directly with law enforcement supervisory personnel regarding school safety and security concerns.Responds to after-hours emergencies affecting school operations and property; works in the Chesterfield County Emergency Operations Center as the primary school division representative during disasters, crises, and exercises. Conducts and manages Crime Prevention through Environmental Design assessments of all school division properties, in conjunction with other division and county departments. Works with the Assistant Director of Safety and Security to develop strategies to correct deficiencies, including work orders, future budgetary needs, and education.Assists Principals and School Safety Teams with developing and completing required crisis drills, annual school crisis and emergency management plan development, annual state school safety surveys, and other regulatory demands.Assists school administrative staff with developing security action plans based on unique school needs.Acts as the Assistant Director of Safety and Security in his/her absence.Makes presentations to various community groups and organizations about school safety and security; serves on school safety and security committees, task forces, and special projects as assigned.Responds after hours to major incidents of vandalism, burglary, fire, natural disasters, and threats, as requested.Assists Human Resources staff with difficult or sensitive personnel activities, such as termination of employment, as requested.Performs other duties as assigned.Budgetary Responsibility: Assists with managing the Office of Safety and Security budget, and works with Facilities staff to verify project progress and completion for reporting purposes.Report Preparation: Prepares reports as requested.Equipment Operation: Operates personal computer, basic office equipment, and medical equipment related to safety and security. Utilizes audio-visual equipment and instructional equipment for training, as well as specialized security equipment, such as alarms, video cameras, metal detectors, cell phones, pagers, and radio communications equipment.Contacts: Regular contact both within and outside of the division, to include department leaders, school administrators, parents, and students, as well as state and local public safety agencies.Work Direction/Supervision: Supervises Assistant Manager of Safety and Security and Electronic Security Technicians.Decision Making: Performs majority of tasks independently; decisions impact the safety of the entire school system. Seeks supervisory advice and guidance in complex situations.Formal Policy-Setting Responsibilities: Provides input and reports, as requested, to inform division leadership’s decision-making on matters of safety and security.Physical Demands: Must have the ability to sit and stand for extended periods; exhibit manual dexterity to use a telephone and to enter data into a computer terminal; to see and read a computer screen and printed material with or without vision aids; hear, understand speech and speak in audible tones so that others may understand clearly at normal levels indoors and on the telephone. Physical agility to bend, stoop, sit on the floor, climb stairs, walk, reach overhead, and have the ability to lift objects up to 50 pounds. Work Environment: While performing the duties of this job, the employee regularly works in an office and public school settings. The employee is occasionally exposed to hazardous chemicals and fumes, as well as boisterous people or crowds, and may frequently work in outside weather conditions and around moving vehicles. The noise level may vary.

SUPPLEMENTAL INFORMATION
Bachelor’s Degree in Criminal Justice, Law Enforcement, Security Management, Homeland Security, Emergency Management, or a related field. Certification as a Crime Prevention Specialist or Physical Security Professional and certification as a Virginia School Security Officer Instructor is required within one year of appointment. Professional security or law enforcement experience. Experience in developing crisis response plans, preferably for schools. Requires 24-hour on-call duty. Valid VA Driver’s License. This position requires the incumbent to drive. Per Policy 5431, an employee who occupies the position and is assigned a district-owned or leased motor vehicle will be subject to annual driving checks and must maintain acceptable records under the standards outlined in the policy.Preferred: At least 10 years of professional security or law enforcement experience with a multi-building organization or school division. Certification in Emergency Management and as a CPR/AED/first aid instructor.
