General Description
Under the general supervision of the Coordinator of Student Health Services, the School Nurse Supervisor coordinates, and oversees the implementation of the school health services program. Exercises line supervision over multiple school nurses, scheduling, formally evaluating performance and implementing plans for improvement or correction. Provides indirect clinical supervision for clinic assistants. The focus of responsibility is on intermediate to long range planning, program evaluation and resource development. Occasionally performs direct nursing service by providing professional nursing care to staff and students.

Report Preparation :
Prepares reports regarding nursing/health care supports and services for students with medical needs and other reports as requested by supervisors.
Equipment Operation :
Proficient in the use of computer and presentation technology and standard office equipment; use of various types of medical equipment used by students attending school with significant medical needs.

Hires, trains and supervises Registered Nurses.

Physical Demands :
Must have the ability to sit and stand for extended periods of time; exhibit manual dexterity to use a telephone, to enter data into a computer terminal; to see and read a computer screen and printed material with or without vision aids; hear, understand speech and speak in audible tones so that others may understand clearly at normal levels indoors and on the telephone. Physical agility to bend, stoop, sit on the floor, climb stairs, walk and reach overhead. Frequent movement throughout the school facilities is required. Occasional lifting of objects up to 40 pounds and moving of students weighing up to 150 pounds with assistive equipment may be necessary. Occasional movement of students by wheelchair and other mechanical devices may be necessary.
Work Environment:
While performing the duties of this job, the employee regularly works in a public school setting. The employee regularly works with medical substances, supplies and equipment. Travel is required within the school system and workplace. The noise level in the work environment is quiet to moderate. Exposure to potentially infectious diseases and bloodborne pathogens is likely.
Qualifications
Considerable knowledge and skills in specialized health care procedures as it relates to students, staff and students with disabilities with significant medical needs in accordance with local, state and federal regulations. Working knowledge of children’s health care and assessment, medicine, school health regulations, OSHA, CPR, First aid, standard universal precautions, computer technology and records management. Leadership skills for school health services, oral and written communication, sound medical judgment counseling, supervision/administration, collaborative interpersonal skills, time management and organization. Ability to conduct nursing assessments, use medical equipment, lift students as necessary, administer school health services, and meet deadlines. Knowledge of: principles and practices of Nursing, federal & state laws, regulations and policies relating to school nursing and programs, leadership practices as relates to employee performance, change management, organizational goals and budget process. Skilled in: standard nursing procedures, developing goals, objectives and standards of nursing programs. Ability to: demonstrate effective oral and written communication, work with culturally diverse populations, establish and maintain effective working relationships with local officials and the community, plan and implement programs to meet identified community needs, acquire grants and other program resources, manage and evaluate nursing programs.
Requirements
Must hold a valid license as a Registered Nurse, a Bachelor’s degree in Nursing or a related field, certification in First Aid, CPR & AED and a valid Virginia driver’s license. This position requires the incumbent to drive.
Prior experience in public health or as a school nurse, supervisory experience, CPR instructor certification and certification through the National Board for School Nurses are strongly preferred.

- Establishes clear and well communicated goals and objectives for the School Health Services area; demonstrates knowledge of and application of current personnel policies and procedures; develops position descriptions for all assigned positions and meets the requirements of the performance planning and evaluation system; observes and evaluates employees to determine competency and provides feedback to each employee in a timely manner; assists in selection for vacant positions.
- Defines, assesses and understands the health status of students and staff, determinants of health and illness, factors contributing to health promotion and disease prevention and factors influencing the use of health services.
- Collects, summarizes and interprets information relevant to child and adolescent and school health issues; states policy options and writes clear and concise policy statements; identifies, interprets and implements health laws, regulations and policies related to assigned program areas; articulates the health, fiscal, administrative, legal, social and political implications of each policy; states the feasibility and expected outcomes of each policy option; utilizes current techniques in decision analysis and health planning and decides on the appropriate course of action; develops a plan to implement policy, including goals, outcome and process objectives and implementation steps; translates policy into organizational plans, structures and programs; and develops mechanisms to monitor and evaluate programs for their effectiveness and quality.
- Provides orientation and mentoring of newly hired school nurses; distributes workload effectively to assure adequate coverage by assessing schedules, caseloads and personnel resources.
- Defines problems; determines appropriate uses and limitations of quantitative and qualitative data; selects and defines variables relevant to defined student health problems; identifies relevant and appropriate data and information sources; evaluates the integrity and comparability of data and identifies gaps in data sources; applies ethical principles to the collection, maintenance, use and dissemination of data and information; makes relevant inferences from data; obtains and interprets information regarding risks and benefits;

- Oversees and/or provides annual training for identified employees in medication administration, insulin and glucagon administration, blood borne pathogens, and other topics as mandated by law or school division policy.
- Collaborates with school personnel and others as appropriate regarding Medicaid billing for medical services.
- Protects student confidential information by adhering to the Family Education Rights and Privacy Act (FERPA) and the Health Insurance Portability and Accountability Act (HIPAA), as applicable.
- Performs other related duties as required.
