Minimum Qualifications
Bachelor's degree required. A master’s degree in intelligence, strategic intelligence, criminal justice, Data Science or a related field preferred; three years of experience in crime analysis and/or three years police work; or an equivalent combination of training and experience. Experience with developing analysis tools using Microsoft Power BI preferred. Experience with Esri ArcGIS preferred. Knowledge of law enforcement operations and terminology; detail-oriented; ability to read, comprehend, retain and interpret information from police incident reports, and have excellent public speaking/oral presentation skills. Excellent written communication skills are also required. Ability to interpret and analyze statistical information; familiarity with professional report designer software (Crystal Reports preferred), and Microsoft Office Suite. This position is considered Critical Safety Sensitive and is subject to random drug testing and alcohol testing. The use of medical marijuana for this position is prohibited. Pre-employment drug testing, FBI criminal background check and education/degree verification required. This position is subject to working in high security areas governed by the US Department of Justice’s “Criminal Justice Information Services (CJIS) Security Policy” and therefore requires successfully passing a more stringent criminal background check. Must be a US citizen or have been a lawful resident of the US for the past ten consecutive years.
Duties
The Strategic Analyst develops and assists with the development of automated systems, databases, dashboards to cohesively organize county-wide crime data for dissemination of same throughout all levels of the department, from officer to command. The Strategic Analyst will foster effective relations with law enforcement personnel within the Department for the purpose of enhancing existing systems and dashboards and developing new ones. This position will also create and foster relationships with various regional and national level law enforcement personnel as well as similarly positioned automation analysts to further enhance existing data systems and create new ones.
On a strategic level, the Strategic Analyst supports the Office of the Chief and Executive Staff in allocating resources, developing budget and new resource requests, and strategic level initiatives through the production of monthly, quarterly, and annual reports. The position is responsible for various quarterly and annual report presentations to members of the Police Command Staff and the Board of Supervisors. The Strategic Analyst will also produce topic specific staff level analysis on an as needed basis upon request.
The Strategic Analyst provides analytical support for tactical and strategic operations. Tactical level analysis incudes intelligence products for use by shift, division, and executive level command for the purpose of proactive policing initiatives and available resource allocation. Products can include regularly occurring intelligence briefs, information briefs on local crime trends, reports detailing future crime forecast analysis. Perform other work as required. This position is part of an approved Career Development Plan (CDP) and offers career progression opportunities and salary incentives, as funding permits, based on performance, qualifications, and experience.
