TITLE: Program Manager
STATUS: Exempt
SALARY: $78,750-$84,250 based on licensure status
SCHEDULING: This role is Monday-Friday with the expectation to participate on the on-call crisis rotation schedule, which also includes the LPS rotation.
POSITION SUMMARY
The Program Manager will ensure the daily operations of the OCS and FSP programs are being followed, which include working closely with other Managers and Directors, and Compliance teams to ensure contractual obligations, budget targets and outcome measures are being met. The manager monitors staff caseloads to meet the agency service delivery expectations, including collaborating with the Intake Department in triaging and assigning cases and data collection. referrals of cases for psychiatric consultation.
SUPERVISORY RESPONSIBILITIES
This position directly supervises exempt and non-exempt, clinical and non-clinical, staff in their program. Some programs may also include independent contractors as needed. The manager partners with their Director and HR to address progressive disciplinary issues. The Program Manager is responsible for hiring, training, coaching and evaluating the performance of their team members through a strengths-based, trauma-informed lens. They ensure staff are trained in fidelity to the EBP models, including clinical issues related to outcome measures and documentation.
LICENSURE
This role must be at least license eligible (ie.: BBS approval of 3,000 hours and ability to sit for the exam). If two-years post licensed, they will provide clinical supervision. If the program manager is licensed eligible or under two years post licensed, they will work in close collaboration with a Clinical Supervisor to ensure continual support is provided to clinical staff, while adhering to BBS standards.
ABOUT FULL-SERVICE PARTNERSHIP (FSP)
Designed for adults ages 26-59 who have been diagnosed with a severe mental illness and would benefit from an intensive service program. The foundation of Full-Service Partnerships is doing “whatever it takes” to help individuals on their path to recovery and wellness. Full Service Partnerships embrace client driven services and supports with each client choosing services based on individual needs. Unique to FSP programs are a low staff to client ratio, a 24/7 crisis availability, and a team approach that is a partnership between mental health staff and clients.
ABOUT OUTPATIENT CARE SERVICE (OCS)
Outpatient Care Service (OCS) employs a multi-disciplinary treatment team that brings intensive services to a location convenient to those clients that can’t or won’t receive services in traditional mental health settings. Services are provided in locations in the community where the client feels comfortable.
MINIMUM QUALIFICATIONS AND COMPETENCIES
Education /Background:
- Master’s degree in psychology, social work, marriage and family therapy, counseling, or related field required.
- Licensed in the State of California as LCSW/LMFT/LPCC or Licensed Eligible with BBS registration.
- If licensed eligible, must obtain licensure within first 90-120 days of employment.
- Two (2) years post license experience and able to provide clinical supervision highly preferred.
- Must become Lanterman-Petris-Short (LPS) trained and certified by Los Angeles County Department of Mental Health (LACDMH) within first 90-120 days of employment as a manager.
- CA Driver License required.
- One (1) year supervisory experience preferred.
- Bilingual Spanish Speaking preferred.

HYBRID REMOTE
Position is hybrid remote and requires telehealth and in-person appointments in the office. Employee must be willing and available to work in the office as required, during office hours. Some positions required field-based services or meeting community partners at their place of business.
