This position is located in the Office of Thriving Families (OTF), Office of the Director (OD) of the Child and Family Services Agency (CFSA). The Community Services and Prevention Program Supervisor serves as the planning, implementation, and technical advisor for the overall agency’s vision of Keeping DC Families Together (KDCFT). This person is responsible for managing a team of Program Specialists and/or Resource Development Specialist to assess, analyze, plan, implement, and support the implementation and evaluation of all OTF programming and services as part of a continuum of child welfare prevention services for families. The work impacts decisions concerning all locally and federally funding projects and initiatives at the agency. The position is directly responsible for the completion and timely submission of major reports.

Duties and Responsibilities

The Community Service Program Supervisor duties and responsibilities include but are not limited to:

  • Monitors the assessment and analysis and takes corrective actions as necessary of key planning and implementation issues to achieve maximum efficiency and economy of KDCFT, utilizing organization and functional analysis, work planning and forecasting, workflow and procedural analysis, documentation of program processes, identification of management information requirements, and other similar quantitative analysis functions.
  • Meets with District agencies, community partners, and CFSA administrations to plan, implement, and evaluate the KDCFT portfolio of programs and services for child welfare.
  • Provides expert internal consulting services within the Agency and with its external partners to improve workflow, customer service, and improve efficiency.
  • Analyzes and evaluates program, processes, and policy issues; collaborates with the District and Federal systems for the purpose of obtaining necessary comparative data and recommends program actions and/or positions.
  • Performs a full range of supervisory functions to include: assigns, directs, and reviews the work of subordinate staff; administers leave and attendance; evaluates staff performance; recommends hiring, promotions, status changes, awards, disciplinary actions, and terminations; plans, schedules and coordinates work operations to achieve optimal combination of employees and assignments; addresses issues or problems related to work operations; negotiates and troubleshoots employee concerns, grievances, and other matters involved in the daily administration of labor-management concerns; provides coaching; guides immediate reports in the implementation of performance standards; addresses disciplinary problems; provides governance over staff development and training plans.
  • Conducts and schedules site visits with grantees on a re-occurring basis and/or as needed.
  • The work is mobile. Travel to offsite office locations and community settings occur regularly during business hours, evenings and/or weekends.

Qualifications and Education

Preferred

Relevant Master’s Degree (i.e., Public Policy or Administration, Social Work, Human Services, or other social science fields like Psychology, Sociology, etc.) and at least five (5) years of directly related experience is highly preferred.

Required

Demonstrated advanced analytical skills with an emphasis on the collection, analysis, and reporting of statistical data. Demonstrated experience overseeing project/s through its full life cycle or until completion.

Advanced understanding of business processes improvement techniques (to improve operational efficiencies, performance of programs and support personnel) and project management; excellent writing and verbal communication skills; proficient in Microsoft Office, to include Outlook, Word, Excel, and Power Point applications.

Demonstrated advanced skills and ability to plan, organize, and implement multiple or major projects and initiatives.

Advanced knowledge of and ability to apply management and project management principles, concepts, and techniques to effectively oversee, analyze, and evaluate the project or program operations and supervise a team and third-party contractors.

Comprehensive knowledge of federal, state, and local child welfare regulatory agencies and statutes, including federal review processes and annual reporting requirements.

Comprehensive knowledge of child and family services terminology, policies, and procedures to be able to relate and work well within the agency and third parties that deals with Community Partnerships.

Knowledge of and ability to operationalize social work concepts and theories, child welfare system, and group dynamics, and family concepts.

Licensure/Certification

Project Management Professional (PMP) certification or its equivalent, or related certification is highly preferred.

Other Significant Factors

Tour of Duty: Monday-Friday 8:15a.m. – 4:45p.m. May include occasional evening and weekends.

Pay, Series & Grade: MSS-0301-13

Position Designation: This position is designated as “security” sensitive per DPM Chapter 4, Suitability. The candidate/incumbent is subject to a criminal background check, traffic records check, and consumer credit check (as applicable), reasonable suspicion drug and alcohol test, and post-accident or incident drug and alcohol test.

Residency Preference: Applicants claiming "Residency Preference" will be required to maintain residency in the District of Columbia for a minimum of (7) years. Failure to do so may result in forfeiture of employment.
