Purpose
Child Care Aware of Minnesota seeks proposals from individuals or entities (“Contractor”) to be approved through this RFP to perform outreach services as requested to support the T.E.A.C.H. Apprenticeship program.

Program Background
The T.E.A.C.H. Early Childhood® Minnesota Apprenticeship Program supports recipients to expand their skills as an early childhood educator by bringing together college learning straight and the early childhood classroom. By combining employment, on-the-job training, college coursework, and personal support from a mentor, recipients will earn an industry-recognized credential or degree and learn to apply early childhood best practices in their program.
Scope of Services
The T.E.A.C.H. Apprenticeship Outreach Contractor is responsible for the education and recruitment of employers, apprentices, and mentor candidates for Apprenticeship, which is funded through the T.E.A.C.H. Early Childhood ® Minnesota Program. This Contractor reports to the T.E.A.C.H. Manager and works as part of the Financial Supports Team.
1. Program Outreach and Marketing
· Create a detailed outreach plan with milestones (e.g. number of Centers/FCCs with contact, number of events, applications received, etc.)
· Communicate initial information using a variety of methods (email, phone, one-on-one meetings) to potential employers, apprentices including family child care providers and center staff, and Child Care Aware statewide system staff, and provide more in-depth follow up details when necessary
· Actively seek apprentices and mentors through one-on-one meetings, conferences, community events, and webinars – making at least 30 initial contacts per month.
· Align recruitment efforts with T.E.A.C.H. program goals by documenting outreach efforts to underserved communities
· Provide input to TEACH team for new and updates to apprenticeship marketing materials
2. General Communication and Reporting
· Meet at least quarterly with Empower to Educate and Wayfinder program staff to realize efficiencies and avoid duplication of efforts.
· Maintain communication with college Early Childhood instructors by sending a minimum of two eblast communications per year.
· Keep detailed records of all communications with programs and potential participants – and submit monthly reports to TEACH Manager.
· Present at statewide Professional Development/Workforce Development and Wayfinder Navigator meetings and/or host webinars for these groups on a quarterly basis
· Attend monthly check in meetings with TEACH Manager and/or Apprenticeship Coordinator
3. Recruitment and Screening
· Complete initial recruitment screening with apprentices and mentors – directing eligible candidates to the website’s interest forms and/or Apprenticeship Coordinator with the goal of at least ten new applications per month.
· Travel to interested programs within the state, when necessary.
· Respond to in-state requests for information/application materials within five business days.
· Expand recruitment to family child care programs.
4. Support the Financial Support Team
· Participate in staff meetings, workgroups, or taskforces to assist with achieving the organization’s goals.
· Serve as a liaison between the T.E.A.C.H. Program and partners/programs by facilitating communication between employers and applicants and the Apprenticeship Coordinator.
· Assist CCA with implementing the organization's strategic plans by embedding the goals into the everyday work.
Requirements
· A bachelor's degree in Early Childhood Education/Child Development, a related human services field, or marketing and communications
· Documented experience in program development and recruitment
· Ability to address groups of people, make presentations, and build relationships
· Good communication and organizational skills
· Excellent data entry skills
· Ability to assume responsibility for completion of assignments
· Working knowledge of Microsoft Office and Google programs
· Independent worker/comfortable working with staff in remote locations
· Demonstrated intercultural competency skills and experience working cross-culturally, with a commitment to incorporating the principles of diversity, equity and inclusion into your work
Budget
This is a contracted position through June 30th, 2025, with a project budget not to exceed $45,000.
Process
