Eligibility, Recruitment, Selection, Enrollment, & Attendance (ERSEA) Assistant This position must be held by an
individual who can fully understand the Eligibility, Recruitment, Selection, Enrollment and Attendance (ERSEA)
Head Start Performance Standards and is able to implement them accurately at all times.
The ERSEA Assistant’s responsibilities primarily fall within the following core functions, other duties may be assigned as needed.
RECRUITMENT:
- Assure timely follow up on program inquiries and maintain updated ChildPlus system of potential enrollees
- Follow up and maintain updated tracking system for program phone and walk-in inquiries
- Assist family service leadership with scheduling, planning, coordinating and participating in recruitment activities through the year
ELIGIBILITY, SELECTION AND ENROLLMENT:
- Ensure the eligibility, selection, and enrollment processes adhere to HSPS and CFF’s service plan
- Review all applications received and work directly with the Family Service Staff and /or families to ensure that all necessary enrollment/intake forms are completed and obtained in a timely manner for all children/families assigned to their Center(s).
- Determine the eligibility of children/families, ensuring that all family documentation is accurate and complete.
Work with the Family Services Managers to enroll children and families based on selection criteria.
- Maintain an up to date and accurate waitlist of eligible children to enroll in the event of attrition.
- Maintain the funded enrollment level, work with FSM to fill vacancies as they occur, and analyze enrollment data to inform the planning process.
- Keep up to date and knowledgeable of ERSEA requirements that are communicated through the Office of Head Start communications such as Information Memorandums, Policy Clarifications and Program Information documents.
- Ensure all staff and Policy Council Members receive ongoing training in Eligibility, Recruitment, Selection, Enrollment, and Attendance (ERSEA)
- Collaborate and develop MOU’s with social service agencies to ensure that all eligible children are identified and prioritized for services
ATTENDANCE:
- As schedule permits, provide clerical support in attendance entry and follow up
- Assist Family Services Staff to track centers whose ADA falls below 85%, and to maintain Attendance Action Plans in Master Binder System
SERVICE COORDINATION:
- Inform Health and Nutrition Manager / Coordinator, COC and Family Services Managers regarding children with allergies, chronic health conditions or special needs to assure that medical documentation is received and case conferences occur prior to entry
- Forward applications upon enrollment to appropriate family service staff members (Family Advocates) for completion of intakes
- Coordinate with Data Coordinator to assure that all PIR data is up to date in ChildPlus
- As schedule permits, to assist Family Services staff with family follow-up to secure documentation for expiring health requirements and health follow up
RECORD KEEPING:
- Responsible for inputting all application and ERSEA information in ChildPlus for all children who are enrolled or placed on the waitlist, including the scanning of necessary documents
- Maintain the ERSEA Master Binder, including all recruitment plans and required action plans regarding attendance
- Maintain program inquiry tracking through ChildPlus or other tracking reports
- Submit reports as needed and requested, such as monthly summary tracking reports, etc.
- Participates in assigned meetings, events and training as required.
General Agency Requirements
- Maintain agency standards regarding confidentiality, quality, and productivity.
- Participate in agency meetings and committees as assigned or approved.
EDUCATION and/or EXPERIENCE
High School Diploma/GED required, AA/AS in social work, education or a related field preferred. Knowledge/Experience of Head Start Performance Standards preferred. Bilingual in Spanish or Creole preferred.
Experience working with children and families in ethnically diverse low-income, desirable.

? Demonstrated computer literacy skills, using MS Office applications and other basic data systems including internet navigation.
? Detailed, well-organized, and data-driven, with the ability to prioritize and multitask
? Must be honest, dependable and able to meet deadlines.
? Self-motivated and able to work independently.
- Ability to respond appropriately to the cultural differences present among the agency’s service population.
- Must have valid driver’s license which meets the requirements of the agency’s insurance carrier
