General Purpose of Job
The Recruitment Specialist is responsible for designing, implementing, and coordinating strategic recruitment initiatives to attract and retain quality foster and adoptive families. This role ensures that all efforts align with the mission, vision, and values of Community-Based Care, addressing the diverse needs of children and families served. The Recruitment Specialist works collaboratively with community partners, stakeholders, and internal teams to promote awareness, engagement, and successful placement outcomes.

Essential Duties and Responsibilities
- Focus on recruiting quality foster and adoptive homes by building strong relationships within the community to generate leads.
- Implement a comprehensive approach to recruitment, utilizing innovative practices informed by data analysis to effectively target and recruit specialized homes.
- Measure, analyze, and report on recruitment efforts and results to ensure continuous improvement and alignment with organizational goals.
- Develop, submit, and implement recruitment strategies while providing consistent messaging across all outreach efforts, including social media campaigns.
- Strategize and collaborate with licensing and community relations teams to plan and execute community Q&A sessions, information sessions, and attendance at events to attract quality families.
- Evaluate opportunities to attend and speak at community meetings, business gatherings, and other forums to maximize outreach efforts.
- Conduct strategic outreach initiatives to meet the unique needs of children in the care system.
- Collaborate with partner organizations, foster parents, and community resources to enhance recruitment efforts.
- Participate annually in agency adoption and licensing training to ensure consistent messaging and gain deeper knowledge to address potential foster parent inquiries effectively.
Working Hours
CNHC’s work week is Monday through Friday, 40 hours per week. Your supervisor will advise you of your work hours; however, business office hours are 8:00 am to 5:00 pm.
Travel
Travel in and outside of Hillsborough County is required.
Training
All employees must complete fifteen (15) hours of on-line or classroom training on an annual basis. If the employee is a Certified Child Welfare Professional, Training hours must total twenty (20) annually.

Qualifications
Education and Experience
- Bachelor's degree from an accredited college or university.
- At least two years of experience in public speaking.
- A minimum of two years of experience coordinating events, including recruitment and marketing initiatives.
- Experience as a foster parent is a valuable asset.
Skills and Abilities
Must possess strong interpersonal and communication skills, with the ability to engage and inspire diverse audiences. Proficiency in public speaking and delivering impactful presentations is essential, along with demonstrated expertise in planning, coordinating, and executing events, campaigns, and outreach initiatives. Possess analytical skills to evaluate recruitment data, measure outcomes, and adapt strategies for maximum effectiveness. Creativity and innovation are key, particularly in implementing recruitment practices and leveraging social media and digital marketing to drive engagement. The role requires exceptional organizational abilities to manage multiple priorities and deadlines, as well as the capacity to build and maintain relationships with community partners, stakeholders, and internal teams. A deep understanding of the needs of children in care and the critical role of foster and adoptive families is vital, along with a strong commitment to advancing the mission, vision, and values of Community-Based Care

- Driver’s license check is a requirement
- Criminal background screening (fingerprinting) (Local Law Enforcement and FBI/FDLE)

Other Requirements
Language Skills
Must have excellent language skills, including the ability to read, write, and communicate effectively in English. Strong verbal communication skills are essential for delivering presentations, facilitating discussions, and engaging with diverse audiences. Exceptional written communication skills are required to create compelling recruitment materials, reports, and social media content. Proficiency in additional languages is highly advantageous, allowing for meaningful connections with diverse communities. Active listening skills are also critical to understanding and addressing the questions and concerns of prospective foster and adoptive families, ensuring a supportive and engaging recruitment process.
Mathematical Skills
Should possess strong mathematical skills to analyze and interpret recruitment data, measure campaign success, and assess the effectiveness of various outreach initiatives. This includes the ability to work with basic statistical concepts, such as calculating percentages, averages, and trends, to evaluate the success of recruitment efforts. Additionally, the role requires attention to detail in budgeting for recruitment events and campaigns, ensuring resources are used efficiently. Proficiency with spreadsheet software (e.g., Excel) is also beneficial for organizing and analyzing data related to recruitment metrics and outcomes
Reasoning Ability
Must demonstrate strong reasoning skills to make informed decisions based on data analysis, community feedback, and recruitment results. This includes the ability to identify patterns, draw logical conclusions, and apply creative problem-solving techniques to overcome challenges and improve recruitment strategies. The ability to think critically and strategically is essential for developing effective recruitment plans, evaluating outreach efforts, and adapting approaches to meet the evolving needs of foster and adoptive families. Additionally, the role requires sound judgment in prioritizing tasks and resources to maximize the impact of recruitment efforts.
Physical Demands
The physical demands of this position are generally moderate. The role may require extended periods of sitting, standing, and using a computer. Occasional lifting of office supplies, files, or materials up to 25 pounds may be required. WORK ENVIRONMENT
This is an in-office-based position focused on administrative work, where the noise level may be moderate. This role may involve occasional travel among locations, extended periods of computer work, and frequent interactions across multiple departments.
