The Human Resources Manager is responsible for designing and implementing human resource strategies, policies and programs that will enable The Children's Receiving Home (CRH) to achieve its mission and vision. The Human Resources Manager provides technical and administrative staff expertise and support on a variety of related issues including, but not limited to, the areas of Employee Relations, Wage and Salary, Benefits, Leave Administration, Staff Development, Recruitment and Retention, Employment, Workplace Safety, etc. Develops and implements HR policies, programs and procedures to ensure accountability, equity and fairness throughout the agency and consistent compliance with all regulatory and accrediting agencies in addition to State and Federal legal requirements.
What You’ll Do…
HR Strategy & Compliance
- Shape and drive innovative HR strategies, programs, and policies to support organizational growth.
- Stay updated on federal and state labor laws, ensuring proactive compliance and clear communication.
- Serve as the primary HR advisor, offering guidance on policies, procedures, and legal matters.
Employee Relations & Support
- Provide leadership and support on HR matters, empowering managers and employees with best practices and promoting a positive workplace; support and partner with leaders, providing assistance, guidance, and reports as required.
Compensation & Benefits
- Conduct salary surveys and benefits reviews to ensure market competitiveness; develop and maintain a fair and competitive compensation program.
- Lead open enrollment, ensuring a seamless process with clear communication of benefits options.
Talent Acquisition & Performance Management
- Collaborate on creating and updating job descriptions to ensure clarity and compliance.
- Design and execute a strong recruitment and retention strategy to maintain a high-quality workforce.
- Oversee performance evaluations and implement a competency-based review system that drives success.
HR Administration & Records Management
- Maintain accurate, confidential, and legally compliant personnel records.
- Ensure all HR documentation, including employee files and policies, are up to date and properly managed.
Your First 30/60/90 days…
- In your first 30 days you’ll focus on relationship building, meeting with key leaders, managers and employees to understand team dynamics. You’ll learn the organization’s culture, HR policies and current challenges.
- As you approach 60 days you will have identified gaps in HR policies, procedures and employee relations strategies. You will provide initial guidance on compliance updates and best practices while collaborating with leadership on key recruitment, retention, and employee engagement strategies.
- At 90 days you will use your discovery to create and present an HR roadmap focusing on early-stage HR improvements and recommended long-term strategies.
What You’ll Need…
Leadership & Communication: Proven ability to lead teams, manage multiple projects, and effectively communicate with employees at all levels.
HR & Compliance Knowledge: Strong understanding of HR principles, employment laws (Federal & State), and compliance requirements (wage & hour, benefits, EEO, ADA, workers' compensation).
Problem-Solving & Adaptability: Strong analytical, organizational, and decision-making skills with the ability to navigate changing priorities.
Interpersonal & Cultural Competency: Ability to engage with a diverse workforce, foster a positive work environment, and handle sensitive situations professionally.
Education & Experience: Bachelor's degree or 5 years of related work experience required; Master’s in HR, Leadership, or Business a plus.
Technical Skills: Proficiency in Microsoft Office Suite and HRIS systems.
Certifications & Training: Must obtain/maintain CPR, First Aid, Bloodborne Pathogens, and Therapeutic Crisis Intervention (TCI) certifications. Must complete Mandated Reporter Training. All training will be offered and obtained through CRH during onboarding.

Language Ability:

Computer Skills:
To perform this job successfully, an individual should have knowledge of Microsoft Office Suite, Internet Explorer, and ADP.
Education/Experience:
- Master’s Degree in Human Resources, Leadership, Business or a related field highly desired
- Bachelor's degree (B.A.) required.
- Four to six years related experience or equivalent combination of education and related work experience required.
Licenses, Certifications, Registrations:
- Must possess a valid California Driver’s License.
- Must be at least 21 years of age.
- Must pass First Aid certification course before start of employment. Certification can be completed through the Children’s Receiving Home.
- Must pass CPR within the first six weeks of employment
- Must pass Blood borne Pathogens and Therapeutic Crisis Intervention (TCI) certification courses offered through the Children’s Receiving Home within the first three months of employment.
- Must maintain TCI, CPR, First Aid and BBP Certification throughout employment.
- Must complete online Mandated Reporter Training within first week of employment.
Knowledge, Skills and Other Abilities:
- Must be able to read, write, speak and understand the English language.
- Knowledge of current human resources principles and practices, including Federal and State labor laws and regulations pertaining to wage, hours, benefits, EEO, ADA and workers compensation.
