What are the responsibilities and job description for the Proposal / Technical Writer - U.S. Government Contracting position at Chimera Enterprises International?
Candidate will be responsible for the development, planning, and writing of compliant and compelling proposal content for Department of Defense, Department of Homeland Security, Department of State and other Federal Customers. The ideal candidate will have proven experience working with Subject Matter Experts and leveraging past submissions to develop and deliver compelling proposal narrative in a repeatable and reliable manner. The ideal candidate will be technically adept and proficient in leveraging new technical tools (AI Augmented Proposal Development, Generative Search) with skills in drafting technical narratives from interviews with SMEs.
Preferred Education, Experience, & Skills
- Prior Military experience
- Prior experience in proposal or technical writing for Government contracting
- Trained in professional proposal writing strategy
Required Education, Experience, & Skills
- Bachelor’s Degree in technical field 8 years professional work experience. Flexible on years’ experience if candidate has technical certifications and/or proven technical/proposal writing experience.
- Strong writing and communication skills with ability to assess and digest large amounts of information to develop tailored proposal content under tight deadlines
- Technical background and/or proficient understanding in any of the following fields: Training, Acquisition, Countering Weapons of Mass Destruction, Intelligence Analysis, etc.
- Analytical and critical thinking ability
- Experience with any IC, FedCiv, or DoD customer
Job Duties:
Responsible for development and curation of technical content leveraging information gathered via multiple methods (interviews, research, legacy review) and turning into compelling and compliant proposal content. Job duties will include:
- Interviewing Program Managers, Subject Matter Experts, and Solution Architects to draft technical proposal content that is compelling and compliant to the solicitation requirements.
- Researching legacy content to apply and tailor to other customer’s solicitation requirements
- Ability to identify and articulate win themes and key discriminators to deliver compelling and compliant content
- Broad depth and understanding of proposal requirements combined with technical acumen to successfully storyboard and also write sections such as Technical Approach, Management Approach, Transition Approach, Risk Management Plans, Quality Control Plans, Executive Summaries, Cost/Price Narratives, etc.
- Ability to incorporate comments gathered from storyboard reviews, pink teams, red teams, and gold teams to deliver compelling and compliant content under tight deadlines
- Ability to articulate the “How” and the “Why” from the “What”
- Collaborate with cross-functional teams to gather, analyze, and synthesize information from various sources.
- Stay current with industry standards and best practices in technical writing
- Attend capture, solution, and proposal meetings to ensure complete understanding of opportunity and ability to tailor proposal messaging
- Excellent written and verbal communication and interpersonal skills
- Able to prioritize responsibilities to meet critical deadlines
Salary : $12,000 - $80,000
