Purpose of Position
JOB SUMMARY
The job duties of the Human Services Director include but are not limited to provide leadership, direction, and overall fiscal and administrative management of the Department, and to plan, direct, administer, organize, evaluate and implement all Chippewa County Human Services programs as prescribed by the Chippewa County Health and Human Services Board and the Aging and Disability Resource Center (ADRC) Board, Wisconsin Statutes 46, 48, 49, 51, 54, 55, 938, Social Security Act titles IV, XVI, XIX, and XX; to provide services for mental health, alcohol and other drug abuse for children and adults, child and adult protection, children’s MA Waiver programs, foster care, Kinship, and youth justice services, public welfare programs for clients eligible for economic assistance, medical assistance, housing, general relief and fuel assistance, Aging and Disability Resource Center; and to provide responsive, courteous and efficient service to County residents and the general public.

Essential Duties and Responsibilities
DUTIES AND RESPONSIBILITIES
The duties described below are indicative of what the Human Services Director might be asked to perform. This job description is to incorporate any county ordinances created for the position of Human Services Director. This is not an exhaustive list of job responsibilities and therefore other duties may be assigned:
Administrative Functions:
- Oversee, in conjunction with departmental leadership any program assigned to the responsibility of the department. Comply with program requirements. Recommend administrative and program policies and procedures to the Health and Human Services Board and the Aging and Disability Resource Center (ADRC) Board and to identify desirable outcomes.
- Facilitate the development of the long-term vision, mission and strategic goals of the department and align with the county, the Health and Human Services Board, the ADRC Board and the County Administrator.
- Evaluate the department’s overall service delivery. Conduct needs assessments and recommends service priorities to the Health and Human Services Board and the ADRC Board in addition to those mandated by State and Federal Government. Provide direction to the department leadership when legislative, societal, and community needs change.
- Recommend to the County Administrator services to be subcontracted.
- Determine department funding needs and direct the preparation of the annual operating budget. Submit recommended budget to the County Administrator, the Health and Human Services Board and the ADRC Board.
- Exercise appointing authority over all department staff including hiring, evaluation, promotion, transfer, discipline, and termination of individual employees within established county policies. Supervise managers, to ensure they are performing their job functions in a competent manner.
- Oversee the coordination negotiation, implementation and reporting activities of the department to secure and maintain federal and state generated funding, grants, and other resources.
- Maintain knowledge of current County, State and Federal Rules and Regulations. Monitor legislative proposals that will impact the department and countywide departments. Keep the Health and Human Services Board, the ADRC Board and the County Administrator informed of these changes.
- Oversee department staff development and training programs.
- Oversee all contracts. This includes but is not limited to the following; Wisconsin Department of Health Services and Wisconsin Department of Children & Family Services, and other, public and private vendors, and consultants who provide services.
- Participate in policy and procedure creation, review and development. Ensure proper guidelines and formats are utilized and are aligned with federal, state and local guidelines including best practices when applicable.
- Oversee and facilitate the completion of the Department’s annual performance report.
- Prepare the Health and Human Services Board and ADRC Board agendas in cooperation with the County Administrator, ADRC Manager and Public Health Director.
- Maintain communication with and develop applicable constructive working relationships with other public service agencies, regulating agencies, community groups, faith-based organizations and the general public.
- Coordinate department activities with other departments and agencies.
- Cooperate with the Emergency Management Division and provide services pursuant to appropriate annexes in the event of natural or other disaster.
- Based on needs and available resources recommend a yearly Capital Improvement Plan (CIP) to the Human Services Board, the ADRC Board and the County Administrator.
- Communicate and advocate with all stakeholders the resource needs of the department. Regularly attend the Health and Human Services Board and ADRC Board meetings.
Supervisory Functions:
- Conduct performance evaluations, implement or approve corrective action plans, disciplinary actions, and recommend discharge in accordance with Human Resources policy.
- Select new department management.
- Review and approve payroll transfers.
- Provide timely guidance and feedback to the administrator, managers and supervisors regarding federal, state, and local legislation
- Assist in the facilitation of the department and countywide activities.
- Provide a safe and secure environment by implementing and following all countywide safety procedures; enforces related policies and procedures and other safety issues.
- Public relations spokesperson for the department to the media, professional organizations, consumers, funding sources, committees, boards and other critical consistency. Whenever possible communication will occur proactively rather than a reactive response.

Minimum Qualifications
QUALIFICATION REQUIREMENTS
To perform this job successfully, an individual must be able to perform each duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required at the time of hire or for the continuation of employment.
EDUCATION AND/OR EXPERIENCE:
- Master’s degree in social work, Public Administration, Business Administration, or other closely related field and six (6) years of progressive supervisory and administrative experience in human service-related programs required;
OR
- Bachelor’s degree in social work, Public Administration, Business Administration or other closely related field and ten (10) years of progressive supervisory and administrative experience in human service-related programs required.
- Knowledge and experience with Wisconsin human services programs required.
- A valid driver’s license required.
- A cell phone is recommended.
