Energy Management and Control System (EMCS) Unit is responsible for surveillance, operating, and controlling or correcting system parameters on utility and building environmental systems (heating, ventilation, and air conditioning) which are connected to EMCS' centralized computer control workstations. Uses engineering designs and system generated display graphics to interpret the malfunctions or alarms and the nature of the problem. Self-sufficient and operates as Service call Receptionist as needed.

Essential Duties & Job Functions:
- Performs emergency correction of faulty operating conditions and takes the necessary actions to correct or neutralize alarm conditions on EMCS equipment.
- Performs actions necessary to remotely start and stop equipment according to a schedule developed for each utility, building, or system.
- Develops schedules or set parameters to initiate history trends for any EMCS operation.
- Makes set-point adjustments to optimize operations and efficiencies and minimize costs, or to change the operating parameters of the systems, equipment, and equipment components due to changed conditions caused by emergencies, equipment malfunctions, changed requirements.
- Ensures all set-points are within Air Force guidelines or standards.
- Performs system-optimizing through the reading and logging of temperatures, pressures, humidity, and equipment status, and increases efficiencies through adjusting dampers, valves, control point settings, etc. (Johnson Controls & Siemens)
- Monitors Laughlin's weather forecasts sent via computer and the base network, from the base weather squadron.
- Monitors uninterrupted power supplies for critical facilities via computer and the base network system, and notifies the appropriate personnel if problems develop.
- Performs duties of Service Call Receptionist during off-duty hours of the Production Control section such as and not limited to; loading service call or labor data into computer.
- Performs appropriate maintenance on all EMCS equipment located in master control room.
- Develops the necessary computer graphics to enhance or modify EMCS computer equipment or workstations.
- Use radios and telephone communication to notify personnel of items such as; service calls, weather forecasts, flight line emergencies or requirements, and general information.
- Utilizes email to notify personnel or supervisor.
- Maintains EMCS operations logbook.
- Updates labor using NexGen and CEMS for actual accounting cost centers.
- Keeps records of service calls and work orders via NexGen and CEMS.
- Review after hours and weekend personnel schedule and report to shop managers if there are any discrepancies.
- Generates word processing or spreadsheets by computer for day-to-day functions or as a requirement from supervisor.
- Maintains a computer-generated spreadsheet for tracking EMCS changes to HVAC systems throughout base facilities.
- Maintains a government key inventory for all facilities on base by periodic inspection or inventorying of them and issuing them to individuals as needed.
- Maintains, updates, or modifies as necessary a computer generated EMCS work schedule for their supervisor's approval.
- Responsible for maintaining an on-call roster for all personnel working in Civil Engineer Squadron.
- Setting up UCC center and participate in real world situations and exercises by following necessary checklists and notification procedures.
- Responsible for timely reporting of accidents, injuries, and hazardous situations.
- Support R&O with reports and all work-related duties in NexGen and CEMS.
- Perform all other work-related duties as assigned.
Mandatory:
- Class C Texas driver's license.
- High school graduate or equivalent.
- Obtain and maintain a National Agency Check (NACI).
- Computer proficiency.
- Ability to read, write, speak, and understand English.
- Three-year similar verifiable experience.
- Good interpersonal skills and ability to work well in a team environment.
- Ability to deal with a variety of people in a professional and courteous manner in diversified situations.
- Ability to understand and have working knowledge of hazardous, safety, and environmental warnings.
- Ability to lift 50 pounds.
- General knowledge of all maintenance and construction trades.
- Worked Full-Time as a HVAC or Field Technician for four (4) Consecutive Years or four (4) Consecutive Years as a ECS Field, Technician (required documentation).
