The United States Coast Guard's Command, Control, Communications, Computer, Cyber and Intelligence Service Center (C5ISC), based in Portsmouth, VA, is seeking contractor support to provide Planned Maintenance Support Services (PMSS) and support for multiple C5ISC assets and systems.
The Lead RCM Analyst position provides the reliability centered maintenance (RCM) Maintenance Requirements List (MRL) and Maintenance Procedure Card (MPC) deliverables integral to the various programs' success. This is a fulltime remote position, requiring routine meeting attendance at the customer's site in Portsmouth VA. This position reports directly to the PMSS Program Manager.

Work Model: Remote

• Serves as the primary (lead) RCM Analyst in support of the USCG's C5ISC Planned Maintenance Support Services (PMSS). This is a supervisory position requiring leadership and mentorship experience of at a minimum of nine remote workers providing RCM, MRL, & MPC development support.
• Responsible for the submission of USCG technical documents to CG Logistics Information Management System (CG-LIMS), CG Surface Technical Information Portal (CG-STIP) and Surface MPC Development Portal (SMDP).
• Performs Quality Assurance (QA)/Quality Control (QC) inspections and producing QA/QC documents in accordance with customer requirements.
• Develops, formats, proofs, edits/revises, produces, and publishes Maintenance Deliverables (RCM, MRLs, & MPC) in accordance with the standards set forth in PWS 1.4. Must be qualified and proficient in all aspects of the ACMS/FLS requirements.
• Attends meetings within two days of receiving a meeting request at the C5ISC Facility at 4000 Coast Guard Blvd., Portsmouth, VA 23703.
• Review, update, and process RCM, MRL, MPC documents and ACMS/FLS integration.
• Maintenance of the Government USCG Microsoft Teams PMSS channel and PMSS SharePoint repository.
• Track CGFixit (Remedy) tickets and Maintenance Developer tasking
• Other Duties as assigned.

• United States Citizen.
• Able to pass Federal National Agency Check with Inquiries (NACI).
• Bachelor's degree from an accredited institution.
• Familiar with BMC Remedy system.
• Five (5) years of leadership experience managing Reliability Centered Maintenance Analysts.
• Two (2) years' experience in "Planned Maintenance Support Services".
• Must have a thorough working understanding of C5ISC supported systems, C5I Configuration Management, and the System Development Life Cycle (SDLC)/System Engineering Life Cycle (SELC).
• Four (4) years of experience in technical writing.
• Process oriented with vast analytical and problem-solving skills.
• Must be able to successfully pass a pre-employment background check and pre-hire drug test.
• Occasional travel may be required.
