Circle of Care St. Louis is a nonprofit organization dedicated to providing care and support services to older adults and adults with disabilities. Our mission is to empower individuals to live independently by offering high-quality case management, Medicaid-funded services, and community-based support.
We are seeking a Manager of Home and Community-Based Services to oversee Medicaid billing, payroll, financial reporting, hiring, and compliance. This is a leadership role that requires strong financial, operational, and human resources skills to support the growth and efficiency of our organization.
What You’ll Do
Financial & Billing Management
- Process Medicaid billing for home and community-based services (HCBS)
- Manage payroll, accounts payable, and financial reports
- Ensure compliance with state Medicaid regulations
- Track and monitor budgets, expenses, and funding sources
Operations & Administrative Leadership
- Supervise administrative staff and personal care attendants (PCAs)
- Oversee office operations, vendor coordination, and compliance tracking
- Maintain organizational records, contracts, and financial documentation
- Implement policies and procedures to improve efficiency
Human Resources & Compliance
- Interview, hire, and onboard PCAs and administrative staff
- Maintain HR records, employee timekeeping, and training documentation
- Ensure state and federal compliance for employment laws and Medicaid-funded services
What You Need
- Three or more years of experience in finance, Medicaid billing, operations, or HR
- Experience with Medicaid billing for home care services
- Strong leadership and supervisory skills, including HR, hiring, payroll, and compliance
- Proficiency in Microsoft Office, Google Workspace, and financial software
- Excellent communication, organization, and problem-solving skills
- Must obtain the In-Home Care Designated Manager Certification within six months of hire
Preferred but not required:
- Experience with Care Smartz360 and Charity Tracker
- Knowledge of Missouri Medicaid guidelines and home-based services
