POSITION PURPOSE : To manage and provide advisement in the effective and efficient operation, development and use of resources for general maintenance, operation, construction and rehabilitation services and projects relative to physical structures, grounds and operational equipment.

MAJOR TASK STATEMENTS & REPRESENTATIVE ACTIVITIES (Percentage of time):

75% - Manage staff directly to ensure the development and operation of maintenance repair, modernization, and remodeling projects. Lead, direct, guide and train staff.

  • Plan, direct and monitor the efficient operation and development of the physical maintenance, repair and renovation of ten-plus buildings, adjacent grounds and equipment includes but not limited to snow removal and landscape maintenance.
  • Develop and implement operational protocol.
  • Recognize, investigate and resolve a variety of problems.
  • Identify resources and establish working relationships in order to enhance services.
  • Ensure and provide for the safety and security of youth and staff.
  • Compose and review a variety of routine and non-routine reports, narratives, computer aided drawings, blueprints, and other documents, which may require the use of specific computer software and/or drafting equipment.
  • Ensure the proper completion and retention of unit records.
  • Receive calls during off duty hours and respond to problems as required, which may involve return to work site.
  • Utilize a management reporting system to monitor and modify the quality and quantity of work and services provided which include the effective use of human, physical, fiscal, and time resources, attainment of objectives and budget development and execution.
  • Provide leadership, direction, guidance and training to staff in all aspects of maintenance, repair and renovation services and projects.
  • Investigate and resolve staff disciplinary matters, or recommend appropriate action.
  • Participate in interview process and make, approve, or deny hiring recommendations.
  • Assess staff performance.
  • Perform related work as required to include but not limited to serve on teams/committees as assigned, cross-training for other jobs as assigned, and special projects as assigned.

15% - Advise assist, and consult with immediate supervisor and other management staff on

various matters.

  • Advise, assist and consult with immediate supervisor to formulate, implement and sanction policies and procedures.
  • Forecast future, intermediate and long term needs and objectives in order to develop, recommend and implement methods of attainment.
  • Prepare operating budget requests and bid specifications; monitor and manage departmental budget expenditures (purchasing, inventory, etc.).

10% - Attend/conduct meetings relevant to the operation of the service area.

  • Conduct staff meetings.
  • Participate in meetings, seminars, and training.

SUPERVISION OF: Direct supervision of Maintenance Foreman, Construction Foreman, Custodial Supervisor, and departmental Secretary. Manage through subordinate supervisors, Craftsperson, Custodians, Maintenance Workers, and Painter.

SUPERVISION BY: Director, Support Services provides direct supervision.

SERVICE RESPONSIBILITY:

INTERNAL: Ensure effective and efficient maintenance operations for all court staff working in Family Court Facilities; Housekeeping, landscape, renovation and moving.

EXTERNAL: Ensure effective and efficient maintenance operations for external agency staff and youth visiting or residing in Family Court Facilities. Responds to wide variety of requests for services or products; Responsible to ensure quality and timely delivery.

PRIMARY EQUIPMENT, TOOLS & MATERIALS USED: Computer, telephone, copier/printer/scanner/fax, keys, dictation recorder, walkie-talkie, computer generated and handwritten forms and reports, vehicle, technical and building code manuals, schematics, blueprints, and computer aided drawing software, drafting equipment, construction and maintenance tools.

MINMUM EDUCATION & EXPERIENCE: ( Education above the minimum stated may be substituted on a year for year basis for the required general experience; experience above the minimum stated may be substituted on a year for year basis for the required education.)

EDUCATION: Bachelor’s degree in Engineering (Mechanical/Electrical). Professional Engineer certification is desired.

EXPERIENCE: Five years directly-related work experience in building maintenance, engineering, or related field with general experience in reading blueprints, plumbing, electrical equipment, carpentry, heating, air conditioning, and construction. Three years management experience.

SPECIAL REQUIREMENTS:

  • Must have valid driver’s license from state of residence, and provide proof of such.
  • Must have auto liability insurance, and properly licensed/reliable vehicle, and provide proof of such.
  • Must submit to and pass sex offender registry check, and MO/KS child abuse & neglect checks.
  • Must submit to and pass criminal background check as prescribed by the Court.
  • All applicants for this position are subject to testing for illegal drug use prior to appointment.
  • Employees in this position are subject to random and reasonable suspicion testing for illegal drug use.
  • Final employment offer is contingent on successfully passing physical exam and physical abilities performance testing.

KNOWLEDGE, SKILLS & ABILITIES: (This job description does not include specific physical requirements necessary to perform the job, such as, carrying, standing and lifting. Such requirements vary from position to position and may be determined by the appointing authority)

  • Extensive knowledge in the modern principles, practices, methods, and techniques of construction, office management, building maintenance, custodial services, skilled crafts and building control systems.
  • Thorough knowledge of material and labor costs for specified projects.
  • Thorough knowledge of safety principles, codes, and regulations pertaining to public buildings.
  • Knowledge of the principles and operation of HVAC equipment, fire protection, and emergency procedures.
  • Knowledge of scheduling, plan development, schematic and computer aided drawing.
  • Considerable knowledge of budget preparation and expenditure control.
  • Knowledge of effective supervisory/management techniques, personnel practices, procedures & employment law.
  • Skill in Microsoft Office software.
  • Ability to organize and coordinate diverse activities relative to building management.
  • Ability to plan, budget and implement multiple projects.
  • Ability to recognize, investigate, and analyze a variety of problems and devise effective solutions.
  • Ability to communicate effectively, both orally and in writing.
  • Ability to supervise and coordinate team activities in a manner conducive to full productivity.
  • Ability to establish job priorities and follow through in an independent fashion.
  • Ability to work with a diverse workforce.
  • Ability to establish and maintain effective working relationships with others.
  • Ability to work under minimal supervision.
