Citibus is the general public transportation provider for the City of Lubbock. Citibus was founded in 1968 and operates fixed routes for Lubbock and Texas Tech University, ADA complementary paratransit (Access), OnDemand microtransit and other special services including private charters. .


Role Description

This is a full-time on-site Human Resources Manager role located in Lubbock, TX at Citibus. The Human Resources Manager will be responsible for overseeing recruitment, employee relations, benefits administration, HR policies and procedures, and compliance with labor laws. The role will involve working closely with department heads to address staffing needs and promote a positive work culture.


Essential Duties and Responsibilities

  • Performs all assigned job duties to the best of his/her abilities while adhering to Citibus policies, procedures, practices and workplace expectations.
  • Serves as a member of the Management Team and participates in Agency policy development and strategic planning; assures conformance to the Agency’s mission, goals and objectives.
  • Plans, manages and coordinates the activities and functions of the Human Resources department to ensure conformance with agency policies, procedures and practices while ensuring compliance with applicable federal (including DOT/FTA), state and local employment related laws and regulations.
  • Oversees the development and implementation of human resources functions, including recruitment, selection, placement, new hire orientation, classification and compensation, employee benefits, worker’s compensation, employee relations, and records management.
  • Partners with senior management in planning, developing, implementing and evaluating HR activities in their respective departments including staffing, compensation, onboarding, training, performance management, employee grievances, disciplinary actions and employment terminations.
  • Provides expert advice and counsel on a wide range of human resources issues.
  • Represents senior management in investigating, documenting, responding, and settling employee relations issues within the Agency.
  • Develops and revises personnel policies, employee handbook, and job descriptions to assure concurrence with EEOC, federal, and state labor mandates. Responsible for the maintenance of all confidential employee personnel and medical records.
  • Reviews employment actions to include hiring, promotion, demotion and termination decisions.
  • Serves as the Agency’s s Equal Employment Opportunity (EEO) Officer reporting directly to the General Manager with responsibility for the EEO program implementation and administration to ensure compliance with state and federal laws.
  • Administers organizational Drug-Free Workplace Act and Drug and Alcohol Program and serves as Designated Employee Representative (DER) in accordance with DOT/FTA requirements.
  • Manages employee benefits and insurance programs (e.g. medical, dental, vision, voluntary short-term disability, 401(k), COBRA etc.) for the purpose of ensuring open enrollment, billing and claims are processed in a timely and accurate manner.
  • Oversees worker’s compensation and unemployment insurance claims.
  • Support all compliance and ethics programs of the company.
  • Other duties as assigned


Qualifications

  • Bachelor's Degree in Human Resources or business-related field
  • Five (5) years of progressive experience in Human Resources
  • Recruitment, Employee Relations, and Benefits Administration skills
  • Knowledge of HR policies and procedures and labor laws
  • Excellent interpersonal and communication skills
  • Problem-solving and decision-making abilities
  • Ability to work collaboratively and confidentially
  • PHR or SPHR certification is a plus

Salary : $70,000 - $75,000
