What are the responsibilities and job description for the Network Associate Vice President of Infrastructure and Technology position at Citizen Advocates, Inc.?
The Network Associate Vice President of Infrastructure and Technology will be responsible for facilities, maintenance, transportation, capital projects, safety, procurement, information technology, security, and Harison Place Housing for the Network, working in close collaboration with other AVPs.
The AVP is a thought leader focused on strategy and collaboration. The AVP is not a technician. Though important, the AVPs technical skills should be outweighed by a familiarity with industry trends, the ability to manage direct reports, and the ability to build consensus through the articulate and visual communication styles. The AVP must live by the Networks core values by demonstrating poise and positivity through all interactions.
As a key member of the executive team, the AVP has oversight of profitability, staffing, morale, strategic initiatives, and special projects for their departments. The AVP will drive the development and execution of short- and long-term business plans and strategic goals, as well as be able to convene and influence large teams.
Essential Functions (Job Duties):
- Owns the oversight, function, and safety of all owned, leased or rented real estate and physical properties within the Daxia network. Ensures regular site visits are being completed and properties are well kept.
- Provides updates on major projects (renovation or new construction), physical assets, timelines, and capital budget ensuring projects are on time and on budget. These updates should be crisp, concise and visually pleasing.
- Oversees the creation of bid packages and the review of bid proposals for projects, sources vendors to remain competitive, and cultivates strong relationships with vendors, general contractors, regulators, etc.
- Responsible for safety, security, and compliance of all facilities and the corporation, including fire and building code, actions when a hazardous condition exists, and emergency preparedness.
- Responsible for the creation of department and capital budgets, with fixed assets totaling over $80M for the Network.
- Ensures the maintenance of company vehicles and the efficient and profitable running of the auto repair shop,
- Comfortable in reviewing blueprints, construction documents, and land surveys, as well as interfacing with planning boards, code officers, etc.
- Responsible for the seamless and efficient adoption and functioning of all electronic platforms, through the adoption, integration and innovative use of technology.
- Develops, plans, and strengthens consensus related to Network digital experience, data security, and automation.
- Oversees the IT management of agency platforms such electronic health record, HRIS, financial, and IT.
- Acts as a trusted advisor of the executive team in the Networks digital strategy with a devoted focus on efficiency, integrity, security, and end-user experience.
- Approves, coordinates, and controls all projects related to selection, acquisition, development and installation of major information systems for the Network.
- Ensures advice is provided on the evaluation, selection, implementation and maintenance of information systems, ensuring appropriate investment in strategic and operational systems.
- Oversees the approved annual IT department and capital budgets, and ensures compliance with said budgets.
- Leads the evaluation of alternatives, performs appropriate cost benefit analysis, and recommends solutions that maximize effectiveness, minimize cost, promote the use of artificial intelligence, and were costs are minimized commensurate with acceptable risks.
- Review vendor costs, releasing RFPs as necessary for key goods and services.
- Creates and drives accountable for expectations, project plans, and deliverables, ensures strategic and operational alignment, and focuses on efficiency, integrity, profitability, and high quality care.
- Responsible for the creation of compelling business plans, stunning PowerPoint presentations, and credible budgets using excel and other platforms.
- Ensures all Harison Place housing programs are operating according to internal standards, external accrediting agency standards, regulatory agencies, and legal requirements, being a subject matter expert in key regulations.
- Ensures the successful execution of strategic initiatives related to Harison Place housing, completing short and long term strategic plans.
- Analyses and has a firm understanding of data analytics and financial reports, acting on significant trends affecting overall performance.
- Approves, coordinates, and controls all projects related to growth of IT, facilities and housing both programmatically and geographically.
- Other duties as assigned.
Supervisory Responsibilities:
Supervision of the information technology department, facilities/maintenance/transportation department, capital projects, and Harison Place housing.
Required Education and Experience:
- Masters Degree in Business, Finance, Mental Health, Addiction, Administration, Public Health, preferred. Bachelors degree required.
- 12 years experience in Health and Human Services.
- Familiarity with state and federal healthcare regulations.
Additional Requirements:
- Travel will be as needed between all counties served by Network affiliates and will expand with company growth.
