The successful experienced construction field candidate, under limited supervision, supports management of gas pipeline capital construction projects. Provides technical guidance to other construction specialists and contract crews. Responsible for multiple gas pipeline construction projects, assuring compliance with scope, budget, schedule, quality, and safety. Provides limited guidance to internal and external staff performing construction field or inspection services. Provides ongoing assistance to higher level construction staff.

Responsibilities
- Has a thorough knowledge of standards, systems, document control, departmental guides, and Citizens policies and procedures. Has a working understanding of cost estimating, budget development, Contract Administration, progress tracking, construction schedule adherence, and contractor and consultant invoice reviews and processing. May assist in developing and updating construction standards.
- Independently applies knowledge and complies with Citizens Quality, and Operator Qualification Program. Supports continuous improvement and change management efforts. Supports continuous improvement and change management efforts.
- Gains advanced understanding of internal client needs through interaction/communication with project team and leadership. Directs the performance of the work under his/her responsibility to serve both internal and external clients best. Communicates effectively with the public, external stakeholders, vendors, contractors, consultants, other Citizens departments.
- Understands and adheres to budget, schedule, and quality requirements.
- Performs other duties as assigned.
Qualifications
- High School Diploma, equivalency Certificate, or sufficient education acceptable by management, and 5 years of related experience; or Associate Degree in construction technology, management, or related engineering emphasis, and 3 years of related experience; or Bachelor's Degree in construction technology, management, or related engineering emphasis.
- Valid driver's license in the United States or alternate approved by management. State of Indiana driver's license required within 30 days of the first day of employment.
- Thorough understanding of State and Local Codes for construction activities within a public right of way.
- Working knowledge of construction standards and techniques for underground utility and plant projects. Strong ability to interpret construction drawings and specifications and apply knowledge to construction observation and inspection tasks. Working knowledge of construction jobsite safety.
- Ability to work in office and field environments. Strong working knowledge of Microsoft Office, GIS, and MO&SO View. Good understanding of Citizens' systems. Ability to work independently, as well as in a team setting. Strong verbal and written communication skills. Strong organizational and prioritization skills.
- Must pass and participate in the random Drug & Alcohol program in accordance with Pipeline Hazardous Material Safety Administrative (PHMSA) Regulations 49 CFR Part 199 (PHMSA drug and alcohol testing regulation) and 49 CFR Part 40 (DOT drug and alcohol testing regulations).
