We have a career opportunity for a Technical Specialist/ Control-SCADA VI and VII to join our team!
Vacancy will be filled at Technical Specialist VI or Technical Specialist VII level based on candidate experience.
Technical Specialist VI
Technical Subject Matter Expert in SCADA programming and Instrumentation and Control project elements. Will function in a project lead role. Work closely with design teams and operations groups to ensure all controls and standards are included during design efforts. Will serve as a technical resource on projects of medium to high complexity. Participate in Citizens’ cross-functional SCADA working committee. Assist in cybersecurity of the SCADA network within different Business Units of Citizens. Support comissioning and provide troubleshooting services related to Instrumentation, Controls & SCADA as needed. Engages in interactions with contractor, consultants, general public, other Citizens departments, and other agencies.
Technical Specialist VII
Technical Subject Matter Expert in SCADA programming and Instrumentation and Control project elements. Provide consultation and training related to SCADA and Controls topics. Will function in a project lead or supervisory role. Work closely with design teams and operations groups to ensure all controls and standards are included during design efforts. Will serve as a technical resource on projects of medium to high complexity. Participate in Citizens’ cross-functional SCADA working committee. Assist in cybersecurity of the SCADA network within different Business Units of Citizens. Support comissioning and provide troubleshooting services related to Instrumentation, Controls & SCADA as needed. Engages in detailed interactions with contractor, consultants, general public, other Citizens departments, and other agencies.

Salary: Competitive Salary, Grade 10 (Minimum $84,200/year) or Grade 11 (Minimum $94,200/year)
Responsibilities
Technical Specialist VI
- Set standard panel design for control processes, administer engineering codes, and Citizens policies. Develops, maintains and updates engineering standards. Provides technical guidance regarding projects and disciplines.
- Provides guidance and direction to capital project teams and operations. Serve as In-House Subject Mater Expert as relates to SCADA system programming. Identify opportunities and cost savings for possible standardization across the operating units.
- Monitors device firmware and plans for appropriate upgrades; coordinate or install necessary patches on devices and process network servers; review and install safety bulletins from Rockwell on devices.
Works collaboratively with Information Technology (IT), Operation Technology (OT) and operating areas of different Business Units (BUs) on security bulletins.
Actively coordinates with other internal/external team members on complex projects.
Serve as Control representative for capital work and enhancements including:o Specifications for projects (Controls)o Standardize PLC file structureo Test runs/Verification/ Acceptance Tests during constructiono Standardize Data collectiono Control application version control
- Provide troubleshooting and/or process analysis services.
- Performs other duties as assigned.

Qualifications
Technical Specialist VI
- Four year degree in Engineering, Electrical Engineering Technology, Electronics and Computer Technology, or related field. A two year SCADA/PLC programming/ Instrumentation & Controls technical degree with four additional years direct applicable work experience may be substituted. Course work should include process control engineering and ladder logic programming or the equivalent.
- Working knowledge of MPLS, radio, cellular, and fiber communications and network engineering fundamentals.
- Knowledge of and experience with Honeywell and Bristol Babcock transmitter, Allen Bradley PLC, or other SCADA software, and RS logic software.
- 10 years of related Instrumentation & Controls/ SCADA experience or 8 years of Citizens experience in SCADA field.
- Valid driver’s license in the United States, or alternate approved by management.
Preferred Skills/Qualifications:
- Advanced knowledge of engineering design and applicable guides and standards related to assigned engineering discipline. Advanced ability to interpret engineering deliverable content as assigned.
- Proficiency in computer software in a Windows environment, Microsoft Office applications, and Oracle databases. Ability to lead junior staff. Detailed understanding of utility systems, and other infrastructure projects at Citizens. Ability to work in office and field environment.
- Familiarity with SANS 20 Security protocols and/ or other SCADA security controls.
- Recognized certifications and/or licenses (i.e. Indiana Professional Engineer license).
Technical Specialist VII
- Four year degree in Engineering, Electrical Engineering Technology, Electronics and Computer Technology, or related field. A two year SCADA/PLC programming/ Instrumentation & Controls technical degree with five additional years direct applicable work experience may be substituted. Course work should include process control engineering and ladder logic programming or the equivalent.
