What are the responsibilities and job description for the Operations Supervisor- Para Transit position at CITRUS CONNECTION?
SUMMARY: This position is responsible for all supervisory functions related to Fixed Route services, Para Transit services, and all Operation related activities in accordance with Agency policies/ procedures and all applicable regulatory requirements. Additionally, this position is responsible for supervising emergency operations and evacuations including: planning, coordinating, scheduling, and conducting evacuation/emergency procedures and protocols.
ESSENTIAL JOB FUNCTIONS:
1. Responsible for all field operations activities within the Operations department.
2. Provides in-field assistance to operators, technicians, and customers.
3. Develops and implements detours to ensure service delivery; coordinates with dispatch accordingly.
4. Coordinates, plans, and executes field operations, and ancillary activities, for special events.
5. Develops and enforces Standard Operating Procedures (SOP); documents and disseminates accordingly.
6. Conducts administrative functions for field personnel including, but not limited to: payroll/ time-off approval, record
keeping, file management, and all other administrative activities for bus operators.
7. Observes and ensures Operator pre-trip, pull-out, and post-trips are conducted appropriately.
8. Monitors on-time performance for all fixed routes and door-to-door services.
9. Coordinates with the Communications Center as it relates to special events.
10. Supervises and coordinates emergency operations with field personnel.
11. Works with Operations Management to analyze and asses operational needs; makes recommendations and institutes adjustments.
12. Assists in the coordination of emergency operations with field personnel, agency departments, and external agencies;
Oversees the transmission of information and instructions.
13. Participates in the development and administration of annual budgets; participates in financial forecasting for staffing, equipment, materials and supplies; monitors and approves expenditures; implements adjustments.
14. Attends and participates in professional group meetings; stays abreast of new trends and innovations in the field of transportation operations.
15. Prepares reports, graphs, charts, and other info-graphics and presents in both verbal and written formats.
16. Responds to, and resolves, difficult and sensitive citizen inquiries and complaints.
17. Monitors all Paratransit and Fixed Route activities for the District for all ADA compliance; addresses, and coordinates with applicable departments, any changes that impact the District's ADA compliance.
18. Performs all ADA site assessments and site visits; making recommendations when appropriate.
19. Handles customer complaints that cannot be resolved at the customer service/ operator level and provides management reports of quality assurance/public service activities.
20. Assists as liaison across all departments.
21. Reviews the DVR system on Para Transit and Fixed Route buses for quality assurance and operator performance.
22. Prepares and administers reports for Districts Management Team.
23. Develops plans to maintain on-time performance and establishes on-time goals; ensures on-time goals are met.
24. Observes Operator driving performance, fare collection, safety protocols, and customer relations skills to ensure compliance; recommends employee actions to department manager/ director accordingly.
25. Determines stop locations and amenities and conducts address/site verifications and assessments; coordinates related maintenance activities.
26. Operates revenue and non-revenue service in unusual and emergency circumstances.
27. Determines and adjusts time points and route mileage as required; coordinates with affected departments, community members, and district personnel.
28. Other duties as assigned.
SUPERVISORY RESPONIBILITIES:
Supervises bus operators. Carries out supervisory responsibilities in accordance with the District's policies and applicable laws. Responsibilities include ongoing training of operators, planning, assigning and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.
MINIMUM JOB REQUIREMENTS:
Bachelor's degree required with concentration in Transportation or other related area along with one (1) to three (3) years of related field experience, preferably in a public transportation setting. An equivalent combination of education and experience that is determined to be directly related to the specific requirements may be
Substituted.
Bi-lingual Spanish is preferable, but not required.
OTHER CERTIFICATES/LICENSES:
Must have valid CDL Class "B" license with (P) Passenger Endorsement and Airbrakes.
REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:

o Knowledge of traffic laws and regulations and ability to operate assigned equipment

o PC fluency; basic skills in Microsoft Office Suite and Internet research
o Must have basic math skills

Strong ethical standards
o Overarching knowledge of ADA regulations and laws
