Incumbents in this position perform technical municipal planning work in support of the Planning Division.

The incumbent provides holistic services to the public by seeking ways to integrate programs or services provided by other departments, divisions and agencies.  The incumbent works in partnership with other employees, departments/divisions, agencies and the public in delivering effective and innovative services.

Salary Range: $34.51-$46.69/hour

Maintains confidentiality of information consistent with applicable federal, state and county rules and regulations.

General Duties:

Daily Operation: Provides information on land use applications, ordinances, codes, plans, and related planning programs, services, or regulations to architects, engineers, developers, contractors, community groups, and property owners.  Reviews sign permits, minor building permits, telecommunication facility permits/plans, fence permits, and business licenses for zoning code compliance. Completes zoning verification letters. Records plans with the Recorder's Office. Completes site inspections for the Planning Division to ensure compliance with site development plans.  

Development Review: Manage applications for development review through the City and County of Broomfield's development review process including, but not limited to, variances, address plats, site development plans, uses by special review, and urban renewal site plans.  May assist Senior Planners and Principal Planners with review of concept reviews, re-zoning, planned unit development plans, final plats, and agreements. Review and work with the applicant to achieve conformity with the Comprehensive Plan, Municipal Code, sound planning principles, and formal and informal City and County policies.  Solicit input from appropriate staff; schedule hearings and actions; monitor through the approval process; enforce compliance with regulations. Work with the applicant prior to, through, and following final action by the City Council. Work with the public to provide clear accurate information and facilitate their participation in the process.  Coordinate with the Planning Manager, Planning Director and other Management staff to assure the implementation of City and County of Broomfield policies. Prepare and present correspondence and reports to facilitate necessary reviews and considerations.

Planning Information Services:  Collects data and works with other departments and agencies to prepare monthly or periodic planning and development activity reports.  Researches and collects data and prepares written reports and recommendations for City Council, Neighborhood Board of Adjustment, Land Use Review  Commission, and Historic Landmark Board meetings as required; attends meetings; makes presentations.  Answers inquiries relative to planning programs and current activities; explains and interprets ordinances and regulations pertaining to planning and zoning in the City. Provide information on land use applications, ordinances, codes, plans, and related planning programs, services, or regulations to architects, engineers, developers, contractors, owners, community groups, and interested persons.  

Professional Development:  Represents the City at a variety of public and professional meetings and hearings.  Maintains active membership in professional planning organizations. Keeps abreast of developments and changes within the planning field.  Advises Planning Manager of possible application to existing planning policies and practices.

Other Duties: Keep operational records and makes required reports.  Provide updates to the City website related to the Planning Division.  Read, interpret, and prepare maps, site plans, landscape plans, architectural elevations, trail plans, grading plans, and other plans as required.  Interpret and explain legal documents. Review, analyze, coordinate, and may prepare special planning programs including, but not limited to, land use plans, urban design plans, and development requirements such as landscaping, parking, lighting, building materials, site grading, and irrigation.  

Communicate effectively with angry and/or distraught citizens and demonstrate effective communication skills while working with the public and development community on problem solving.  Address inquiries and complaints from the public or other units or divisions concerning programs and activities. Review proposed ordinances and regulations, plans, and technical reports related to unit activities for content, accuracy, and feasibility.

Identify and recommend improvements in divisional and departmental operations to ensure assigned functions are efficient and cost effective.  Take proper safety precautions, anticipate unsafe circumstances, and act accordingly to prevent accidents. Use all required safety equipment.  Operate a personal computer and software such as Google, PowerPoint, Excel, and other programs used by the City and County of Broomfield. Operate a motor vehicle to make site inspections and attend daytime and evening meetings.  Perform related duties as required.

Administrative Duties:

The incumbent is responsible for effectively managing his or her workload to achieve departmental goals.  Assures that responsibilities are performed in compliance with federal and state regulations, Broomfield policies and procedures and the Broomfield Municipal Code.  The incumbent may confer with employees, supervisory, and administrative personnel regarding departmental policies and procedures. Contributes to the preparation and review of departmental policies and procedures as necessary to maintain the effectiveness of departmental programs.  Advises applicable administrators or departments of potential problems or concerns. Compiles, interprets, and prepares data for studies, reports and recommendations; coordinate departmental activities with other departments and agencies as needed.

The incumbent assists in recommending and implementing modifications to systems, policies and procedures.  May conduct studies, analyses, and research on a wide variety of topics. Assists in researching and analyzing legal requirements impacting departmental programs and services.  The incumbent keeps operational records and makes required reports. Evaluates service costs and makes related recommendations. Identifies and recommends changes or improvements in departmental operations to ensure assigned functions are efficient and cost effective.

Budget/Resource Management:

The incumbent participates in the preparation of the department's annual budget.  Assures that responsibilities are performed within budget and performs cost control activities such as monitoring expenditures to assure sound fiscal control.  The incumbent is responsible for partnering with other staff members in planning, developing, and implementing the overall vision, mission, programs, processes and projects of the department.  Works with the team to avoid duplication of service and to ensure that customer expectations are recognized and resolved thereby maximizing customer satisfaction. Assists in the development of short and long-range goals including annual efforts to advance the City and County's mission, goals, and objectives.  Monitors the progress of projects so the goals may be obtained within the established timeframe.

Public Relations/Communication:

The incumbent meets and confers with customers to explain departmental plans, programs, functions, policies, and procedures.  Assists departmental staff in preparing and coordinating reports as required. Answers letters of inquiry/complaints and talk with customers.  Attends meetings, workshops, and conventions as necessary for the maintenance of effective services. Responds to requests for information and advises City and County departments on assigned programs.  Maintains liaison with other departments. Provides verbal and written information to departments. Maintains the accuracy of any program materials posted on the Intranet/Internet.

Miscellaneous Duties:

Operates a personal computer including associated software programs.  Operates a motor vehicle in traveling to and from work sites. Ensures that facilities and equipment are maintained properly and coordinate maintenance and repair functions.  Takes proper safety precautions, anticipates unsafe circumstances, and acts accordingly to prevent accidents. Uses all required safety equipment. Responsible for the safety of self, others, assets, equipment and facilities; responsible for knowing and complying with all City and County of Broomfield and department policies; adheres to attendance and workplace attire policies.  Performs related duties as required.

Education- Master's degree from an accredited college or university in city planning, land use planning, urban planning, landscape architecture, or related design profession. 

Experience -  Two years of related experience in municipal or private sector planning.

Years of related experience may be substituted for required education, however  education cannot be substituted for the necessary work experience. Candidates must meet the minimum required years of work experience.

NECESSARY SPECIAL REQUIREMENTS: - Must possess and maintain a valid driver's license and safe driving record for continued employment.  American Institute of Certified Planners (AICP) certification preferred. New hires must, as a condition of employment, pass the following applicable pre-offer and post-offer/hire processes:  oral board, reference checks, background checks including local police check and sex-offender registry, driving record check, and fingerprint checks through CBI/FBI.

The working environment characteristics described here are representative of those an employee encounters while performing the essential functions of the job.  The noise level in the environment is moderate. Must drive an automobile to make on-site inspections during various stages of the City's development review processes and to attend regional meetings.  May occasionally be exposed to outdoors weather conditions, fumes or airborne particles, toxic or caustic chemicals, and risk of electrical shock while performing on-site inspections. Work is generally scheduled Monday through Friday.  Will be required to attend evening meetings. The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of the job. While performing the duties of this job, the employee is frequently required to sit, use hands to finger, handle, or feel objects, tools, or controls; and reach with hands and arms.  The employee is occasionally required to walk, talk or hear. Physical demands are described as sedentary (exert up to 10 lbs. of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull, or otherwise move objects, including the human body. Involves sitting most of the time, but may involve walking or standing for brief periods of time).  Specific vision abilities required by this job include close vision, distance vision, peripheral vision, and ability to adjust focus.
