The incumbent performs professional and administrative work in developing, interpreting, and implementing complex financial and budgeting concepts or techniques for financial planning and control. The primary responsibilities include performing a variety of advanced level professional tasks related to the City and County’s budget function and providing information and assistance to City and County staff and the public including but not limited to work relating to financial analyses including cost analysis, revenue analysis, performance management, and compliance accounting.

Salary Range: $44.93-$60.79/hour

  • Take a leadership role in the planning, review, development, preparation and subsequent revisions of the City and County's annual operating and capital budgets.

  • Develop operational knowledge of assigned departments in order to assess budget needs and assist departments in meeting their operational objectives in a financially sustainable manner.

  • Assists in the development and implementation of policies, procedures and standards for efficient and effective operation and budgetary controls in coordination with the Budget Manager and department leadership.

  • Responsible for organization wide budget areas related to Capital Improvement Projects, and Personnel Position Control and  Enterprise Funds.

  • Forecast, monitor, and project operational and capital expenditures, including payroll, and year-end balances. Identify and analyze variances.  Monitor and project all revenue including but not limited to taxes, fees for licenses and permits, charges for services, intergovernmental revenue, interest, other miscellaneous revenue.  May recommend adjustments or changes.

  • Assists with the preparation of the Annual Budget Document in accordance with GFOA Guidelines.

  • Maintains budgetary control over expenditures through preparation and review of a variety of budget reports and daily workflow responsibilities. Analyze financial information to identify present and future financial issues, develop recommendations and work with appropriate staff to address financial concerns.

  • The incumbent is responsible for partnering with City and County staff members in planning, developing, and implementing the processes, programs and projects that support the goals and objectives of the department and the overall mission and vision of the organization. Assists departments with budget preparation and justification.

  • Responds to requests for information and advises City and County departments on assigned programs. Ability to communicate effectively through ongoing and timely written and verbal communication. Acts as a liaison between the finance department and assigned departments.

  • Serve as a resource for the Budget Manager, Deputy Finance Director and Finance Director on issues related to budget and financial administration.  Research, analyze and prepare recommendations on a variety of budgetary and financial issues.

  • The incumbent is responsible for effectively managing his or her workload to achieve individual, division, and departmental goals.

  • Assist with the monitoring and authorization of all position vacancies, reclassifications and additions.

  • Review, edit and provide feedback related to the Budget Analyst(s) work products.

Education

  • Bachelor's Degree from an accredited college or university in Finance, Economics, Accounting, Business Administration, or related Fields - required.

  • Master's Degree from an accredited college or university in Business Administration, Public Administration, Accounting, Finance or directly related field - preferred.


Experience

  • 3 - 5 experience required in budgeting and finance. 

  • Governmental experience preferred.

Years of related experience may be substituted for required education, however  education cannot be substituted for the necessary work experience. Candidates must meet the minimum required years of work experience

  • Work is generally scheduled M-F.

Involves sitting most of the time but may involve walking or standing for brief periods of time).

  • Attend meetings as required during evening hours. Some meetings will require in-person attendance.

  • Work is performed at City/County work locations with the ability to perform some duties remotely in accordance with Broomfield's remote work policy.

  • Some evening and weekend hours.

  • Tasks may require use of a computer for several hours

Salary : $93,454 - $126,443
