Location
In this position you can expect to work on site at the Denver Animal Shelter, located at 1241 W. Bayaud Avenue, Denver, CO 80223. There may be opportunities for remote work as well. Furthermore, some travel within the Denver Metro area maybe required.
What You’ll Do
Within the Denver Department of Public Health & Environment (DDPHE), Denver Animal Protection (DAP) protects the safety and welfare of Denver’s animals and residents by fostering the human animal bond. DAP emphasizes public and animal safety and health, encourages responsible pet ownership through education and enforcing compliance with animal-related municipal code requirements, and cares for animals at the Denver Animal Shelter (DAS). DAP has an opening for an Animal Behavior and Transfer Program Manager. This position is responsible for overseeing all programs and services related to animal behavior evaluations, enrichment, training, and transfer of the Shelter’s animals. This includes development of policies and procedures and oversight over the following: behavioral evaluations, enrichment programs, dog play groups, staff, volunteer and public training and education relating to animal behavior, safe animal handling, animal transfers, animal population management, post-adoption support and training. This position is also expected to fill in for the Shelter Services Manager in their absence.
Specifically, in this position, you will be responsible for:
- Animal behavior evaluations: Performs and trains staff on animal behavior evaluations to ensure appropriate outcomes for animals, with an emphasis on staff, volunteer, and public safety.
- Animal enrichment: Develops, creates, and monitors all enrichment programs within the Shelter, including development and management of volunteer and staff run dog play groups.
- Supervises and coordinates training and education for staff, volunteer development and public education relating to science-based behavior and training, to ensure staff, volunteers and the public provide appropriate care and humane treatment to animals in accordance with departmental policies and philosophy, operating standards and general work rules.
- Animal transfers: Coordinates the transfer of animals out of and into the Shelter. Approves, cultivates, develops, and maintains relationships with all placement partner organizations. Trains and supervises staff participating in the transfer program.
- Staff management and team dynamics: Lives within the Behavior and Care Team which consists of one Shelter Services Manager, two Behavior and Care Supervisors, and a team of 14 Behavior and Care Technicians. Supervises one Behavior and Care Specialist. Monitors work performance, oversees employee performance evaluations, initiates and enforces disciplinary actions, and participates in the hiring of staff.
- Budgeting: Participates in planning and managing budget systems; prepares and presents budget recommendations to higher management; operates within budget parameters; adjusts work plans/activities because of budget changes; manages and administers contracts or agreements with outside agencies; initiates the requisitioning and procurement of supplies and equipment; and approves vendor payment requests.
- Along with all department staff, this position will actively participate on an emergency preparedness and response team to support DDPHE’s responsibilities outlined in the City’s Emergency Operations Plan. This may require being ‘on-call’ from time to time to help respond to emergencies. Additional training commensurate with assigned duties will be provided.
- Other duties as assigned.
This position works a 5 day per week, 8 hours per day schedule, from Tuesday – Saturday. Furthermore, the ocassional need to work on weekends and evenings may be required, depending on business needs.
This position is physically demanding, requiring intermittent periods of intense physical activity broken up by periods of administrative work. Physical demands include handling fractious or dangerous or potentially dangerous animals, lifting large animals, running both short and longer distances, and sometimes awkward physical movements.

Our ideal candidate has some or all the following experience, skills, and characteristics:
- At least five years of animal welfare experience.
- At least three years of supervisory experience.
- At least three years of program management experience.
- Certification in dog training or animal behavior (CDBC or CTC preferred.)
- Commitment to science-based, fear-free handling and training methods.
- Euthanasia certification.
- Be able to work independently, is self-motivated and well-organized.
- Communicate clearly and directly both verbally and in writing.
- Seek ways to improve and enhance the Shelter’s operations, animal care, programs and services.
- Build excellent working relationships with internal and external customers.
- Strive to create a culture of inclusivity, positivity, and innovation.
- Demonstrate leadership and willingness to lead, take charge, and offer opinions and direction.
- Pay careful attention to detail and thoroughness in completing work tasks.
- Demonstrate analytical thinking using logic to address work or job issues and problems.

Required Minimum Qualifications
- Education requirement: Bachelor's Degree in Public Health, Environmental Science, or a related field based on a specific position.
- Experience Requirement: Three (3) years of professional experience conducting analysis and planning the administrative aspects of an environmental or public health program.
- Education/Experience Equivalency: One (1) year of the appropriate type and level of experience may be substituted for each required year of post-high school education.
- Additional appropriate education may be substituted for the minimum experience requirements.
- License/Certifications: Requires a valid Driver's License at the time of application.
- Licenses and certifications must be kept current as a condition of employment.
