What We Offer

The City and County of Denver offers a competitive salary commensurate with education and experience. The full pay range salary for this position is $138,841 - $236,030 with an expected starting salary of $138,841 - $170,000, based on your experience and education. This position reports on site at the Republic Plaza building located at 370 17th St, Denver, CO 80202, Monday through Friday 8 : 00AM - 5 : 00PM.

The Job

We are currently hiring for a Chief Technology Officer to join the District Attorney's Office. This position is responsible for oversight of the administrative, technical, and operational processes of the Information Technology Department within the Office of the District Attorney. Primary responsibilities include planning, organizing, directing, architecting and coordinating a comprehensive program of activities designed to maximize the effectiveness and efficiency of the 2nd Judicial District's information technology programs and operations including leveraging technology to optimize efficiency and automate, where possible, organizational business processes. As well as deliver effective and innovative services in partnership with other employees, Denver City & County IT departments / divisions, external entities, and the public. You will also provide reliable, innovative, and integrated technology to internal and external customers through innovation and collaboration.

As the Chief Technology Officer, you can expect to :

Continuous Process Improvement

  • Collaborate with the District Attorney and leadership, define, measure, analyze, improve, and control key processes
  • Design, develop, and support automations and artificial intelligence applications that improve the efficiency and effectiveness of prosecution
  • Collaboration

  • Coordinate with City IT on strategic initiatives, support requirements and metrics, technology needs, hardware, software, and services
  • Work with City IT to maximize utilization of services and technology offered through City IT, as well as monitor service levels to ensure the services meet the needs of the Office of the District Attorney
  • CDAC (Colorado District Attorney’s Council)

  • Support continuous improvement of CDAC technology through assistance with business requirements, testing, piloting software, collaborative software development, and software development utilizing in-house, county, or contract developers
  • Support state-wide improvement efforts through attending and presenting at state-wide meetings such as the Action Users Group, Data Analysts Group, Prosecutor’s Action Advisory Committee, and the CDAC Fall Conference
  • District Attorney Offices

  • Initiate, coordinate, foster, and support state-wide efforts on District Attorney technology collaboration
  • Provide technology and thought leadership on collaborative efforts including the Prosecutorial Performance Indicators and similar projects
  • Partners

  • Coordinate with DPD and other law enforcement agencies on collaborative processes and technologies
  • Coordinate with judicial representatives to improve technology, data sharing, and efficiency
  • Improve efficiency of data sharing with public defenders, defense counsel, and pre-trial services
  • Explore integrations with jails and prisons, and collaborate with CMHHIP (Colorado Mental Health Hospital in Pueblo)
  • Budget and Grant Support

  • Follow grant and County procurement processes
  • Create technology budgets for approval and operate and report according to the approved budget throughout the year
  • Identify and apply for grants to improve the technology available to the District Attorney’s office
  • Software Development and Data Analytics

  • Work with leadership, staff, and developers to ensure software fulfills requirements
  • Ensure work stays on schedule and on budget
  • Support office initiatives around data analytics ensuring technology platforms are optimized for their use
  • Guide the evolution of the offices data warehouse ensuring its compatibility with the office goals and objectives
  • Vendor Management

  • Work with vendors to ensure software features meet the needs of the office
  • Participate in customer advisory boards and other voice of the customer activities
  • Assist City staff in negotiating the best value in vendor contracts
  • Operate office equipment as required including a personal computer and applicable software
  • Operate a motor vehicle in order to attend offsite meetings and travel to various sites within the 2nd Judicial District

    Our ideal candidate will have experience with Microsoft .NET, C#, HTML, a variety of scripting languages and the Microsoft Power platform for automation and data analytics will be preferred.

    Minimum Qualifications

  • Education requirement : Bachelor's degree in Computer Science, Information Systems, or a related field
  • Experience Requirement : Eight (8) years management experience in directing major data and information technologies programs. Experience with design and management of complex information technology projects; experience with database design, documentation, and training; experience managing information technology personnel responsible for multiple projects; and experience collaborating with managed services providers and software providers.
  • Education / Experience Equivalency : Two (2) years of the appropriate type and level of experience may be substituted for each required year of post high school education. Additional appropriate education may be substituted for the minimum experience requirements.
  • License and Certification : Must obtain Criminal Justice Information Services (CJIS) clearance within the probationary period. Requires a valid Driver's License at the time of application. Licenses and certifications must be kept current as a condition of employment.
