The City and County of Denver offers a competitive salary commensurate with education and experience. The salary range for this position is $84,604 - $112,100/annually, based on experience and education. We also offer generous benefits for full-time employees which include but are not limited to:

Location
The City and County of Denver supports a hybrid workplace model. Employees work where needed, at a job site several days a week and off-site as needed. In this position you can expect to work at the Denver Wastewater Building on your in-office days. Employees must work within the state of Colorado on their off-site days.

Denver's Right-of-Way Services (ROWS) regulates activities in the City's Right of Way. ROWS is responsible for determining requirements for improvements in the public Right of Way, as well as reviewing plans for regulatory compliance, issuing permits, and inspecting work in the areas of transportation, wastewater, and survey.
The Right of Way Services Team is looking for a Special Events and Permitting Administrator II to join their team. This role is crucial in supporting the department’s growth and evolving processes. The Administrator will oversee a team of permit technicians responsible for reviewing and processing daily permit submittals for the Right of Way. Additionally, this position serves as a key representative of DOTI, working closely with the City Traffic Engineer to coordinate, review, and provide recommendations on events that impact city streets.
Specifically, as an Administrator II, you will:
  • Supervise and motivate a team, ensuring alignment with organizational goals, providing guidance, and fostering a positive and productive work environment
  • Oversee the Permit Intake team in processing, reviewing, and issuing approximately 26,000 Right-of-Way (ROW) permits annually, ensuring compliance with city regulations.
  • Oversee the intake, distribution, and approval of ROW permits, coordinating workflows across multiple teams, including Permit Operations and ROW Inspections, while reviewing and approving traffic control plans.
  • Serve as the primary decision-maker and point-of-contact for special events in the ROW, including conflict resolution, coordination, and managing last-minute issues.
  • Ensure smooth event coordination by working with event organizers, City agencies, and stakeholders, while minimizing disruptions around active construction zones and ROW concerns.
  • Represent DOTI in meetings with event stakeholders, City departments, and emergency services, ensuring effective communication and collaboration for successful events.
  • Conduct in-field review of active Events to ensure compliance with ROW regulations and safety protocols, providing recommendations for process improvements based on field observations.
  • Oversee traffic control planning and Right-of-Way (ROW) permitting by collaborating with internal teams, guiding event applicants, ensuring compliance with City policies, and representing DOTI in key discussions.
  • Leads the hiring process by conducting interviews, evaluating candidates, and making selection decisions to build a strong and effective team.
  • Manages employee performance by developing evaluation plans, providing ongoing feedback, conducting formal performance reviews, and ensuring all evaluations are completed on time.
  • Addresses performance concerns by documenting issues, initiating disciplinary actions, and issuing letters of reprimand as needed.

  • Experience in supervising and leading teams
  • Experience coordinating large events and guiding applications through DOTI’s approval process
  • Experience in processing, reviewing, and issuing Right-of-Way (ROW) permits
  • Strong organizational skills to manage multiple priorities and deadlines effectively
  • Excellent communication skills and a demonstrated ability to work with large teams to achieve objectives
Required Minimum Qualifications
  • Education requirement: Bachelor's Degree in a related field based on a specific position(s).
  • Experience Requirement: Five (5) years’ experience performing full performance professional level duties within a specialized, functional area. (This does not include clerical experience.)
  • Education/Experience Equivalency: One (1) year of the appropriate type and level of experience may be substituted for each required year of post-high school education.
  • Additional appropriate education may be substituted for the minimum experience requirements.
