Position Information
Drive Operational Excellence for Motor Vehicle Licensing Activities Across Honolulu!
The Department of Customer Services is looking for an Assistant Program Administrator to assist in operational and fiscal oversight, planning, directing, and coordination of the various licensing and related activities of the Division of Motor Vehicles.
Duties include but are not limited to:
- Assisting in planning, developing and administering laws, regulations and policies relating to the registration and titling of motor vehicles; the issuance of business and occupational licenses; issuance of permits for general newsstands within the City and County of Honolulu and publication dispensing racks in Waikiki; issuance of disabled persons parking permits; the registration of dogs, bicycles, mopeds, trailers, private transportation companies and pedicabs; and the enforcement of laws and regulations when licensees are found in violation or noncompliance with such laws and regulations in the operation of businesses. Drives to island-wide work locations to oversee division operations.
- Assisting in planning, developing and administering laws, regulations and policies relating to driver licensing, issuance of state identification card, private transportation companies and pedicab operator licensing, enforcement of financial responsibility requirements, abandoned and derelict vehicles program, periodic vehicle inspection program, administering of the animal care and control and law enforcement towing contracts. Drives to island-wide work locations to oversee division operations.
- Assisting in reviewing, interpreting, analyzing, and revising, on a continuous basis, existing laws, policies and procedures to provide effective and efficient registration and licensing programs; follows through on implemented changes to evaluate effectiveness; reviews organizational structure and staffing; institutes or recommends revisions and assignment of functions to improve operations. Identifies performance metrics to measure operational progress and holds staff accountable to meet benchmarks.
- Developing scope of services for contracts to identify needs and solicit and acquire appropriate services. Participate in evaluation committees to select vendors. Documenting and evaluating performance of services.
- Assisting in ensuring effective, efficient and safe operations of division services. Evaluates and determines organizational patterns, work flow and administrative procedures. Understand operations, analyze options, develop sound course of action and implement operational improvements. Drives to island-wide work locations to evaluate division operations.

Minimum Qualification Requirements

EDUCATION REQUIREMENT:
Equivalent to graduation from a regionally-accredited four year college or university with a bachelor's degree.
Education obtained outside of the United States must be comparable to a degree earned at a regionally-accredited college/university in the United States. EXPERIENCE REQUIREMENT:
Three years of professional (post-bachelor's degree, non-clerical) administrative/managerial experience with overall responsibility for a major program or organization, one of which shall have involved fiscal, accounting, business management and/or contract management activities.
Such experience must have demonstrated knowledge of: the principles, practices, theories, techniques, and trends applicable to public administration including financial, budgetary and other resource management, labor relations, development of plans and objectives, evaluation of programs, and public relations; organizational structure, functions, procedures, and applicable regulatory requirements for the organization served; social, environmental, legal, technological, and political factors that impact the programs, projects, and services of the organization; current and anticipated proposals that affect the organization’s programs and policies; and the ability to: establish goals and objectives, devise solutions to administrative problems, to develop and evaluate administrative policies and procedures; coordinate the people and other resources necessary to accomplish established objectives; read and interpret complex federal and state laws, rules, regulations, and procedures in order to manage programs, projects or services and to present solutions to problems; communicate effectively in writing to a wide variety of groups; prepare concise reports; communicate effectively in oral expression, to speak to groups and individuals in order to persuade, interpret, and inform people with a wide variety of communication skills, interests, needs, and conflicting views; solve complicated program problems requiring evaluation of complex information from a variety of sources with few precedents; focus on the key elements of complex programs and projects; see problems, situations, or people from different perspectives that allow opportunities for new or innovative solutions; develop and foster teamwork and motivate a group.
LICENSE REQUIREMENT:
Valid driver's license (Type 3/automobile), prior to appointment.
