The Department of Facility Maintenance is hiring for a Design & Construction Branch Chief. This position is responsible for directing the activities of the Engineering Branch for the planning design and managing various maintenance activities and contracts involving roadways, sidewalks, drainage, flood control facilities, bridges, public works structures, asset management programs, pavement management programs, and stream maintenance programs.
Duties and responsibilities include but are not limited to:
- Directing, administering, and overseeing the development and implementation of various consultant and construction projects/contracts such as but not limited to Pavement Management, Pavement Preservation, Asset Management System, Sidewalk Maintenance, Guardrail Replacement, Measurement of Pavement Condition, Stream Maintenance, and Regulatory Environmental Permits.
- Oversees the project management of Operating and Capital Improvement Program (CIP) projects for the Branch and Division by reviewing, analyzing and monitoring project schedules and budgets.
- Oversees the negotiation of consultant contract scope, specifications, and fees for services.
- Analyzes and reviews the projects Bid Referrals and process procurement approvals.
- Coordinates and reviews consultant and contractors performance evaluations by Branch Staff.
- Performing other duties and responsibilities of the position.

EDUCATION REQUIREMENT:
Equivalent to graduation from a regionally-accredited four-year college or university with a bachelor's degree in an engineering or architecture specialty.
Education obtained outside of the United States must be comparable to a degree earned at a regionally-accredited college/university in the United States. In order to receive credit for the education, a foreign credential evaluation (FCE) must be provided. EXPERIENCE REQUIREMENT:
Four years of registered professional engineering or architectural experience, including or supplemented by two years of related supervisory experience.
Such experience must have demonstrated knowledge of principles and practices of supervision and administration; engineering principles, practices, concepts, theories, and precedents; laws, ordinances, rules, regulations, codes, policies, procedures and concepts applicable to the assigned area of responsibility; the different engineering specialties as they affect and relate to the functional area of responsibility; the latest technological advances in the functional area; methods, techniques, and practices used in procurement including the preparation of plans, specifications, estimates, contracts, and reports; methods, techniques, and practices of contract management; sources of engineering information; and principles and practices of program and project funding; and the ability to plan, assign, evaluate, supervise and manage a major branch/program and its activities through subordinate supervisors; provide expert technical information and advice in the functional area; organize, execute, and coordinate assignments which are typically unique, complex and/or controversial; represent the organization and participate in high-level conferences and meetings; serve as a technical expert and resource in the functional area; prepare and justify budget requests; prepare administrative and technical reports and correspondence clearly and concisely; establish and maintain effective relationships with subordinates, superiors, and representatives of community groups, other government agencies and industry and the general public; effectively address public meetings and groups.
LICENSE REQUIREMENT:
1. Current State of Hawaii registration as a professional engineer or an architect.
2. Applicants with a current out-of-state license in an Engineering Specialty or Architecture must obtain their Hawaii license prior to appointment.
