The Department of Community Services, Community Assistance Division is hiring a Housing Assistance Specialist VI. This position supervises the Operations Section of the Rental Assistance Branch, and is responsible for providing day-to-day direction and oversight of the program management functions pertaining to the administration of Section 8 rental assistance. This position entails considerable responsibility to directly supervise and monitor the Section 8 Lead Examiners, Landlord Specialist, Intake Senior Clerk Typist, Supervising Clerk II and Urban Rehabilitation Inspector II. The goal of this position is to achieve and maintain full and appropriate utilization of the available housing assistance in a manner which conforms with applicable federal, state and local regulations and agency policy.

Examples of duties of a Housing Assistance Specialist VI, include but are not limited to the following:  
  • Develop procedures to implement quality control monitoring; insure program compliance with federal regulations and agency policy by executing quality control program.
  • Develop and administer systems for allocating housing assistance: determine the size of the waiting list, certified pool of applicants, and number of families to be assisted; develop and direct the implementation of procedures for the acceptance and closing of applications.
  • Develop and administer systems for managing the provision of housing assistance: develop and direct implementation of operational policies and procedures and for offering assistance to clients.
  • Plans, organizes, coordinate, and directs activities to ensure the provision of the proper amount of assistance to the appropriate recipient in an efficient and timely manner.
  • Assist the Branch Chief in negotiations and assumes direct responsibility for coordinating and monitoring activities with other governmental agencies, landlords, real estate management organizations in special project development, planning and implementation.

EDUCATION REQUIREMENT:
Equivalent to graduation from a regionally-accredited four-year college or university.

Education obtained outside of the United States must be comparable to a degree earned at a regionally-accredited college/university in the United States. In order to receive credit for the education, a foreign credential evaluation (FCE) must be provided. We also reserve the right to request further information about your academic program, evidence of comparability, or an original transcript.

Substitution:  Work experience may be substituted for the bachelor's degree on a year-for-year basis. Such experience must have provided the knowledge, skills, and analytical ability normally gained from attainment of a bachelor's degree.

EXPERIENCE REQUIREMENT:
Five (5) years of professional (i.e., post-bachelor's degree, non-clerical) work experience which involved interviewing clients to elicit information; verifying and analyzing the information obtained; and determining clients’ needs and/or entitlements based on the application of pertinent principles, practices, policies, standards, and/or guidelines, of which four (4) years shall have been in determining eligibility for public or social assistance programs (e.g., housing or rental assistance).

DESIRABLE EXPERIENCEWork experience which involved supervising professionals and support staff (e.g., clerical, customer service representatives).

  • Knowledge of federal, State and local laws relating to the housing assistance program.
  • Knowledge of principles, practices and techniques applicable to the housing assistance program.
  • Knowledge of community resources and their utilization; research methods and techniques.
  • Ability to understand and explain laws, rules and regulations.
  • Ability to obtain, analyze and evaluate data and draw inferences and conclusions.
  • Ability to deal tactfully and effectively with others.
