What are the responsibilities and job description for the PARK GROUNDS IMPROVEMENT SUPERVISOR I (SR-22) [1 vacancy] position at City and County of Honolulu?
The Department of Parks and Recreation, Division of Urban Forestry, Horticulture Services Branch, Arboriculture Section, located at 3902 Paki Avenue, is looking for an International Society of Arboriculture Certified Arborist (or one who will obtain the credential before completion of probation) to lead multiple arboriculture crews to maintain City trees throughout the island. Plan, assign, schedule, and monitor your arboriculture crews and contractors to ensure their performance and work meet the City's high standards. Investigate requests and complaints from the public, utility companies, private groups and governmental agencies regarding all issues related to the City's trees. Not only will you be performing supervisory arboriculture work, but you will also manage your staff by preparing and issuing annual performance reports. If necessary, conduct staff investigations for possible disciplinary actions. Be ready to start early since work hours are Monday through Friday, 6:30 a.m. to 3:00 p.m.
Special Working Conditions: Required to respond to emergency work which may be performed in inclement or extreme weather, working under or near fallen trees, exposed to traffic under poor visibility conditions, securing areas of electric lines felled by trees, off-road conditions, after hours, nights, weekends, and holidays. Will serve as a Disaster Response Worker during declared emergencies.

EDUCATION REQUIREMENT:
Equivalent to graduation from a regionally-accredited four-year college or university with a bachelor's degree in agriculture, horticulture, or a related field.

Work experience used to substitute for the education requirement will not be considered towards the two (2) year experience requirement listed below (e.g., a total of 6 years of work experience is required to meet minimum qualification requirements if substituting work experience for education).EXPERIENCE REQUIREMENT:
Two (2) years of supervisory experience involving responsibility for a program overseeing the: 1) propagation and cultivation of various plants, shrubs, and trees; and/or 2) care, maintenance, and beautification activities for parks, gardens, streets, malls, or other landscaped areas.
Such experience must have demonstrated the knowledge of the principles and practices of:
- horticulture and arboriculture;
- propagation and cultivation methods and techniques;
- techniques of tree trimming/pruning and relocation;
- techniques of plant, tree, and shrubbery arrangements;
- basic principles and methods of eradicating and controlling plant pests and diseases; and
- budget preparation.

- plan and establish grounds improvement and beautification projects;
- prepare reports;
- develop and implement training programs; and
- deal effectively with subordinates and others.
Prior to Appointment:
- Valid Hawaii State driver's license (Type 3/automobile).
- Current State Department of Transportation medical examination certificate.
- Hearing Conservation Test.
- Commercial Driver's License (CDL), Class A or B.
- Current First Aid/CPR/AED certificate.
- International Society of Arboriculture Certified Arborist credential.
