PUBLIC WORKS INSPECTOR
NATURE OF WORK:
Performs skilled technical inspection of Public Works water and sewer construction for conformance to bid specifications and Public Works Standards. Duties are varied involving the application of independent judgment and decisions within the limits of standard procedure. Carelessness or lack of judgment in the performance of normal duties may cause serious embarrassment to the City and may endanger the health and welfare of the public. Employee has numerous public contacts of a regulatory nature requiring the use of discretion and technical competence. Duties are medium in nature, performed out-of-doors under varying weather conditions, and require the application of normal attention to prevent errors.
SUPERVISION:
Employee often works alone and plans or arranges own work, follows established procedures, and refers unusual cases to the supervisor. May assist in training of other employees doing similar work.
ESSENTIAL JOB FUNCTIONS:
Participates in all facets of complex Public Works inspections and renders decisions in cases where disputes arise between inspectors and contractors or the public. Advises contractors and others on ordinance requirements regarding Public Works standards. Recommends possible solutions to problems incurred in the field.
Inspects and supervises the inspection of repair and construction by private contractors of sidewalks, curbs, vault installation, hydrants, connections, seals, street trees, streets, sewers, water mains, manholes, and similar Public Works projects. Monitors pressure tests.
Takes final measurements; records locations and connections; makes final checks upon completion of projects; prepares and submits the necessary reports and drawings. Prepares the final project acceptance documents, as built drawings, and other engineering drawings as necessary.
Attends preconstruction meetings, inspects on-going projects, prepares punch lists and completes Certificate of Occupancy and new water service forms.
Monitors and enforces City ordinances relating to City right-of-way, water and sewer system construction, including the City’s encroachment permits.
Investigates complaints, as directed, concerning unsafe street and utility conditions; investigates complaints concerning project issues and reports onsite complaints to supervisor.
Operates an automobile, calculator, level, camera, personal computer and performs related work as required.
REQUIREMENTS OF WORK:
Considerable knowledge of the procedures, methods, equipment, locations and materials used in Public Works construction and repair of water and sewer systems.
Considerable knowledge of the installation, maintenance procedures, principles and terminology of Public Works construction.
Knowledge of mathematics, to include geometry and trigonometry.
Ability to read and interpret engineer drawings and specifications and enforce applicable ordinances.
Ability to prepare detailed construction reports and accurate layout maps and drawings. Tracks and monitors permits for all construction projects.
Ability to understand and carry out oral and written instructions.
Ability to establish and maintain effective public and working relations with owners and contractors.
Skill in detecting poor workmanship, inferior materials, and hazards of Public Works construction.
PHYSICAL REQUIREMENTS:
Ability to see, with or without corrective lenses, well enough to read precision instruments and blueprints.
Ability to hear, with or without a hearing aid, and speak well enough to converse on a cell phone.
Ability to climb vertical ladders up to 20 feet high and sloping ditches.
Enough body mobility to work in construction ditches and construction sites.
Enough manual dexterity to handle testing equipment and record data.
Enough strength to occasionally open manhole lids.
Tolerance to work under adverse conditions, such as outdoors in varying weather conditions.
MINIMUM EDUCATION AND EXPERIENCE:
Promotional Requirements: Completion of at least two years of experience with the City in the classification of Public Works Inspector. Additional experience may be substituted for the educational requirement on a year-for-year basis. Applicants must possess a valid driver's license. A minimum of a WDS Water Certification is required. Additional certifications may be obtained to enhance the inspection process.
Applicants must possess a valid Class “A” or “B” Commercial Driver’s License (CDL).
