Definition
Assists in planning and directing programs of the Department of Human Resources in the areas of benefits and wellness. Assists in the development and implementation of program policy and the administration of the Human Resources aspects of the City Charter, bargaining unit agreements and the Human Resources Commission Administrative Rules. Works under the general administrative and policy direction of the Director of Human Resources.
Characteristic Work
Assists in reviewing and establishing policies, procedures, and programs for employee benefits, wellness programs and resources, safety, and other department activities. Develops Human Resources (HR) policies to ensure consistent treatment of employees. Provides guidance and counsel on human resource matters to City management. Assists in the analysis, design, implementation and day-to-day operations of computerized and manual HR systems. Assists in the preparation and monitoring of the department's budget and financial records. Conducts and directs research studies. Researches or assists in the drafting of ordinances, rules and regulations. Represents the department, as required, at meetings with the public, community groups, and professional and employee organizations. Attends hearings, appeals and investigations to serve as expert witness, answer questions, and explain policies, regulations and procedures. Establishes and maintains professional HR practices and policies in conformance with laws and standards defined by national professional organizations. Monitors the performance of professional, technical, and clerical staff. Performs related work as required.
Minimum Qualifications
Graduation from an accredited university or college with a baccalaureate degree and a minimum of five years of paid professional experience in human resources administration including three years at the managerial or supervisory level. College coursework may be substituted by advanced professional paid experience in human resources administration on a year-for-year basis.
Extensive knowledge of the principles of public Human Resources administration including methods and techniques of employee benefits and wellness resources. Knowledge of state, municipal and federal laws, regulations, ordinances and decisions governing or bearing on the City's human resources activities. Knowledge of the functioning of cloud-based software packages and databases such as Workday, Neogov, etc.
Ability to evaluate, configure and manage cloud-based software systems. Ability to effectively present ideas orally and in writing. Ability to plan and schedule work, to supervise and evaluate work of professional and clerical employees. Ability to conduct research studies and maintain effective relationships with employees, the public and department managers.
