Reports to City Council Leadership and plays a lead role in the effective management and delivery of Council’s policy strategies and priorities. Responsible for researching, drafting, and analyzing proposed City Council legislation to be presented for consideration and submitted to the Law Department for legal review and final approval. Provides expertise to analyze and prepare drafts of complex, technical legislation. Acts as a non-partisan resource to City Council Leadership and assists in non-legal procedural issues and questions that may arise during public meetings of Council or any of its committees.Acts as liaison between City Council and other branches of City government.  Acts as non-partisan staff to the City Council Leadership.   Regularly communicates with City Council Leadership on all aspects of Council business.  Attends meetings of City Council and its committees, as requested by City Council Leadership.  Assists in non-legal procedural issues/questions that may arise during public meetings of Council or any of its committees.  Drafts amendments to the City’s Codified Ordinances and Council-initiated legislation and/or any amendments to legislation and submits the same to the Law Department for legal review and final approval.  Researches city-related policy issues.  Performs general federal, state, and local policy research and drafts research memoranda.  Provides policy expertise and non-legal analysis regarding proposed or existing legislation, including legislation of a complex/technical nature at the local, state and federal levels.  Acts as resource person for all committees.   Performs related work as required. Possession of a Juris Doctor degree and five years of paid experience practicing law in the state of Ohio including a minimum of three years of paid experience in state or local government.  

Considerable knowledge of federal, state, and local laws, ordinances, and regulations governing or bearing on the activities of the City Council.  Considerable knowledge of City government.  Knowledge of parliamentary procedures, including Roberts’ Rules of Order.

Skill in researching and interpreting regulatory, constitutional, statutory, and case law.  Skill in analyzing and evaluating public policies and making recommendations based on findings.  Exceptional skill in communication both verbally and in writing.

Ability to exercise independent judgment and effectively manage multiple priorities and projects. Ability to establish and maintain effective working relationships with Council members, co-workers, and other City employees and officials to facilitate work activities.  Ability to learn, interpret, and apply City Council Rules of Procedures. Ability to remain non-partisan during the course of work activities.  Ability to maintain confidentiality when required.

RESIDENCY:  Candidates who have been resident citizens within the corporate limits of the City of Akron for at least one year immediately prior to the examination and who continue to reside within the corporate limits of the City of Akron throughout the remainder of the selection process will have 5 points added to their passing grades.  VETERANS: A veteran of the Armed Forces of the United States, honorably discharged from active duty, desiring a bonus of 5 points added to his/her passing grade, must submit proof of discharge in the form of a DD-214 with application.

Salary : $74,283 - $113,024
