The City of Alameda is seeking an experienced, strategic, and visionary Finance Director to lead its financial operations and ensure long-term fiscal health. This executive role is vital to maintaining the City's strong financial position, overseeing budget development, financial reporting, and resource management as Alameda continues to grow. The Finance Director works closely with the City Manager, Assistant City Manager, City Council, elected City Auditor and Treasurer, and department heads to provide sound financial guidance, ensuring responsible stewardship of public funds and sustainable financial policies. As a key member of the Executive Leadership Team, the Finance Director plays a pivotal role in shaping financial strategies, implementing best practices, and fostering transparency and innovation in financial management.

Leading a team of 18 professionals, the Finance Director oversees critical functions, including budget development, revenue forecasting, purchasing, payroll, accounts payable, and debt administration. Alameda operates on a two-year budget cycle, with an annual budget of $594.6 million for FY 2023-25, including a $140.9 million General Fund. The Finance Department is instrumental in maximizing resources to deliver high-quality services while maintaining strong reserves to navigate economic uncertainties. Recent technology upgrades, including Tyler Munis and OpenGov software, have enhanced efficiency and financial transparency. Additionally, the Finance Director will spearhead citywide financial initiatives such as the Municipal Fiscal Resilience Plan and long-term financial forecasting, ensuring Alameda remains well-positioned for future growth and stability.

The Ideal candidate to fill the role of Finance Director is: 
  • An experienced leader with the ability to ensure the continued success of the Finance Department.
  • Excellent at distilling complex financial information into clear, accessible presentations to the City Council, Department Heads, staff, and the public.
  • Exceptional  strategic planning and creative problem solving skills.
  • A seasoned professional with extensive technical knowledge and experience in financial planning, budgeting, cash management, investments, audits, special sales taxes, and infrastructure financing.
  • A strong collaborative leader with exceptional interpersonal and communications skills and a commitment to developing strong, positive working relationships with the Department staff and City Manager as well as with the elected City Auditor, City Treasurer, and the entirety of the Executive Team.
  • A strong commitment to delivering exceptional customer service, both internally and externally.
  • Exceptional management expertise and a commitment to mentoring staff and motivating and building teams.

The Salary Range for the Finance Director is $199,522 - $242,521 annually based on a 37.5 hour work week; placement within the range is dependent upon qualifications.

The City also offers a competitive benefits package, including:

  • Retirement Program – Classic members established with PERS on or before 12/31/2012 will be assigned a retirement formula of 2.0% at 55. Employees hired on 01/01/2013 or later and who are not eligible for reciprocity with another California public retirement system, are classified as New PERS members and will be assigned a retirement formula of 2.0% at 62. Classic members pay a total pre-tax contribution of 8.868% (7% employee contribution and 1.868% employee paid City contribution). New members pay half the normal cost as determined by PERS, for FY22/23 New Members pay 8.25%. The City does not participate in Social Security; however, employees contribute 1.45% for Medicare.
  • Medical, Dental & Life Insurance – Pre-tax monthly allowance up to $2,808.11 City contribution towards selected CalPERS medical plan; depending upon health plan and number insured; dental insurance fully covered for the employee and all eligible dependents; and a $100,00 life insurance policy provided by the City.
  • Vacation – 150 hours of vacation per year, increasing according to length of service time up to a max of 187.5 hours annually.
  • Holidays – 11 observed holidays plus 5.5 floating holidays.
  • Sick Leave – 90 hours per year. Unused sick leave is converted to CalPERS service credit upon retirement.
  • Transportation Allowance – $250 per month.
  • Administrative Leave- 60 Hours per fiscal year - cashed out if not used.
  • Long-Term Disability – The City provides LTD insurance up to $8,000 per month.
  • Optional Benefits – Several optional insurance plans are available to eligible employees including vision, flexible spending account, dependent care program, long-term care, additional life insurance and 457 deferred compensation plans.
