We are seeking a detail-oriented and hand-on Human Resources Technician/Analyst to join the City of Albany. There is only once (1) vacancy and the position can be filled at either the Technician or Analyst level depending on experience and qualifications. Class Characteristic:
The Human Resources Analyst is at the journey level and responsible for performing a wide variety of professional level duties. Incumbent support the work of departmental management staff by conducting day-to-day administrative support activities and by providing a professional-level resource for organizational, managerial, and operational analyses and studies. The work has technical and programmatic aspects requiring the interpretation and application of policies, procedures, and regulations and may involve frequent contact with the public. Position at this level receive only occasional instruction or assistance as new or unusual situations arise, and are fully knowledgeable for the applicable human resources principles and practices. Where as the Technician is an entry-level classification requiring direct supervision.

The Human Resources Technician and Human Resources Analyst roles support the organization’s Human Resources functions but differ in complexity, responsibility, and decision-making authority. Candidates with foundational HR experience may qualify as a Technician, while those with advanced HR expertise may be considered for the Analyst role.
Key Responsibilities:
Talent Acquisition: Administration of hiring efforts by managing job postings, screening candidates, coordinating interviews, and conducting onboarding processes.
Labor/Employee Relations: Serve as a point of contact for employee concerns, facilitating conflict resolution and ensuring compliance with company policies and MOUs interpretations.
Compensation & Benefits: Assist in benefits administration, including enrollment, claims processing, and compliance with relevant regulations.
HR Compliance & Policy Implementation: Ensure adherence to labor laws, organizational policies, and best practices in employment and compliance training.
Leave Administration : Serve as point of contact for employee inquires of leave requests, and administration of program to ensure compliance with policies and relevant laws including FMLA and ADA.
HR Analytics & Reporting: Collect, analyze, and interpret HR data to provide insights on workforce trends, retention, performance, and compensation.
Any combination of education and or experience that has provided the knowledge, skills and abilities necessary for satisfactory job performance would be qualifying. A typical way to obtain the required knowledge and skills would be:
Human Resources Technician position requires :
- Associate’s degree in Human Resources Management, Business Administration, or a related field (or equivalent experience).
- At least two (2) years of experience performing HR-related duties in a public agency setting.
Bachelor’s degree in Human Resources, Business Administration, Public Administration, or a related field.
At least two (2) years experience performing HR professional/journey-level duties; and in a public agency setting is desirable.
