Join our Transit Team! We are looking for a self-motivated problem solver for our Transit Programs Supervisor role. In this role you will oversee the activities of public transit programs such as planning, scheduling, safety and compliance. You will also have the opportunity to be part of a dynamic leadership team focused on building culture while driving continuous process improvement. In addition, a successful candidate for this role will demonstrate strong abilities in multitasking and energetic leadership skills. Does this describe you?

Essential Functions/Duties & Responsibilities

The duties listed are intended only as illustrative examples of the various types of work that may be performed by individuals in this classification. Any of the following duties may be performed.   • Supervises assigned employees which includes scheduling and assigning work; mentoring, coaching, training, goal setting, and special recognition; developing work plans and reviewing work for completion; evaluating performance and providing necessary feedback to employee; setting work standards; imposing or effectively recommending necessary disciplinary action; responding to grievances; and making or effectively recommending hiring and termination decisions.
  • Oversees and monitors the daily operations of the Albany Transit System and Linn-Benton Loop programs to include bus scheduling, route development in coordination with major employers and other governmental agencies, preparing grant applications, system marketing, and other related issues; provides assistance to and acts in capacity of the Paratransit Supervisor for the Albany Call-A-Ride program as needed.
  • Implements and maintains safe operating practices as outlined in the Public Transit Agency Safely Plan (PTASP) and city policies; monitors employee activity and transit operations to ensure compliance with proper safety procedures, rules, and regulations; performs on-site inspections to monitor safety, reviews work performance, and responds to various problems; provides guidance and makes improvements and modifications as appropriate to ensure highly productive, safe, and effective.
  • Develops specifications, requests for quotations, and contracts for equipment and materials purchases and maintenance contracts; negotiates contract terms; ensures contract compliance; approves payments to vendors and contractors.
  • Directs and monitors the long-range work plans and activities for the Transit programs. Develops goals, objectives, policies, and procedures for activities such as investigating and responding to customer concerns, preventative maintenance programs, and future replacement strategies.
  • Assists in preparation of the annual budgets in areas of responsibility; reviews and monitors expenditures to remain within established budgetary constraints and ensures full compliance with state and local purchasing laws. Maintains cost accounting records for labor, equipment, and materials.
  • Acts as liaison with county, state, and federal agencies regarding program operations.
  • Works with the City staff regarding transit-related issues in development projects.
  • Prepares administrative and technical reports, memoranda, analyses, and recommendations on critical work program issues; prepares and makes presentations to City Council, commissions, advisory committees, community groups, other agencies, and news media on issues of work program significance.
  • Provides information and answers questions from the public; meets with customers; investigates complaints and recommends corrective actions to resolve complaints.
  • Serves as backup driver for City transit buses in active service on an occasional basis, in emergencies when regularly scheduled drivers are unavailable.
  • Maintains professional networks and attend training sessions and conferences as necessary to advance skills and keep abreast of issues and practices in all areas of responsibility.
  • Represents the City of Albany by responding to the public, citizens, its employees, and others in a prompt, professional, and courteous manner while continuously maintaining a positive customer service demeanor. Regards everyone, internal and external, as a customer and deliver the best service possible in a respectful and patient manner.
  • Serves as a member of various City committees as assigned.
  • Assists other staff in the performance of their duties as assigned.
  • Maintains regular job attendance and adherence to working hours.
  • Operates a motor vehicle safely and legally.
  • Performs other related duties as required/assigned.

Supervision/Lead Work Exercised



This is a supervisory position. This position supervises assigned employees which includes scheduling and assigning work; mentoring, coaching, and training; developing work plans and reviewing work for completion; evaluating performance and providing necessary feedback to employee; setting work standards; imposing or effectively recommending necessary disciplinary action; responding to grievances; and making or effectively recommending hiring and termination decisions.

Qualifications & Requirements

Education and Experience:

Bachelor’s degree in a public works, management, or business administration program and four years’ experience in public transit system program management.

OR

any satisfactory combination of education, experience, and training which provides the necessary knowledge, skills, and abilities to perform the duties of the position.

Special Requirements:


  • Possession of or ability to obtain a valid Class B Oregon Commercial Driver's License with passenger endorsement and must maintain required medical certification.
  • In accordance with Human Resources substance abuse policies, incumbents in this position are subject to the City's Drug & Alcohol testing program.
  • The individual shall not pose a direct threat to the health or safety of themselves or others.

Knowledge, Skills, and Abilities:

Extensive knowledge of: the modern principles and practices of a public transit system, transit equipment; pertinent federal, state, and local laws, codes, and regulations; principles of supervision, training, and performance evaluation specifically as they relate to public transit programs; grant programs and other financing options for public transit systems.

General knowledge of: transit marketing and promotion techniques; enthusiastic promoter of transit alternatives for Albany and the Linn-Benton County area.

Skill in: operation of listed tools and equipment used. Must have excellent interpersonal, organizational, multi-tasking, and supervisory skills; establishing and maintaining effective work relationships with employees, other work groups and departments, agencies, interest groups, supply vendors, and the public; analyzing problems, identifying alternative solutions, projecting consequences of proposed actions, and implementing recommendations in support of goals; and communicating clearly and concisely both orally and in writing

Ability to: effectively assist in the leadership and coordination of the activities of a municipal organization; effectively assist in overseeing public transit programs and budgetary activities; interpret and apply federal, state, and City policies, procedures, laws and regulations; analyze problems, identify alternative solutions, project consequences of proposed actions, and implement recommendations in support of goals to improve operations, procedures, policies, or methods; gain cooperation through discussion and persuasion; supervise, train, and evaluate assigned staff; evaluate, develop, and implement improvements in operations, procedures, policies, or methods; communicate clearly and concisely, both orally and in writing; establish and maintain positive, effective, and cooperative working relationships with staff, committee members, public officials, business leaders, and the general public; and exercise good judgment.
