SUMMARY
Under general supervision this position is responsible for handling a large number and variety of customer-related transactions at the Court’s customer service windows, such as accepting and processing fine and fee payments, implementing standards and procedures designed to increase compliance with court-ordered payment of court fees and fines; evaluates and verifies applications for extension of time for payment of fine and court costs; maintaining a system for reviewing accounts for delinquency and follow up; dismissing certain type cases per Judicial orders; review and process defendants booked into jail to be seen in arraignments; and handling customer inquiries. This position within the Municipal Court will be primarily assigned to as either a Cashier Clerk, Collections Clerk, or Warrant Clerk, but will be cross trained in the other areas. To be successful in this position, you will need to be detail oriented and team player. You will also need to be driven to be a good public servant.
ESSENTIAL RESPONSIBILITIES
  • Greet customers and answer questions concerning the customers’ cases and their options; uses careful judgment to provide information that is accurate, pertinent, and allowable within established judicial and administrative policies.
  • Process various types of correspondence via mail, email, night drop and faxes to and from defendants and judges.
  • Scan documents for department including judge’s orders, pleas forms, deferred agreements, and other required documents to and from the judge.
  • Process Deferred Agreement/ Driving Safety Course requests and Cash bonds.
  • Ensure interpreter services are available at the service window and in court.
  • Determine type of transaction necessary based on customer’s status or request; uses payment system to research, select, and post a variety of fine or fee payments.
  • Process other cash-related transactions, such as mail payments, jail payouts, bond receipts, and miscellaneous payments from customers, attorneys, bail bond companies, and others.
  • Safeguard and balance change fund daily.
  • Count cash, checks, and credit card receipts at midday and after closing and prepare cash-on-hand report to determine if balanced, over, or under starting fund amount.
  • Supervise the processing of court cases referred to the court collection department.
  • Interview all referred defendants. Investigate, verify, and evaluate all referrals to collection department.
  • Review requests for additional time for payment on referenced cases and take appropriate action as recommended by the court.
  • Assist in auditing new cases and processing judicial orders/judgments after payment or disposition at the windows.
  • Perform other job-related duties as assigned.
  • Ensure daily jail arraignment paperwork is prepared, then assist judge with arraignment docket, and process the paperwork after jail, and notify the jail.
  • Prepare and review citations where a defendant has failed to follow judicial orders for the judge to review for warrant to be issued.
  • Processes public information inquiries, for the Executive Assistant during absence, vacations, or when position is backlogged.
  • Ability to openly and accurately communicate with court partners, the judge's office, and Amarillo Police Department Prosecutor's Office staff members, to ensure efficient daily operations and keep in line with established procedures.
  • Assist with a variety of other clerical tasks when time allows, such as auditing case files and filing.
MINIMUM REQUIREMENTS
Requires a High School Diploma or its equivalent (GED) and a minimum of two (2) years of experience as a bookkeeper, cashier, or related clerical experience. Must have experience dealing with the public. TMCEC Level 1 Court Clerk Certification preferred. Bilingual in Spanish preferred.
KNOWLEDGE, SKILLS, AND ABILITIES
  • Requires typing skills.
  • Ability to learn and maintain a highly specialized level of legal and process knowledge.
  • Above average critical thinking skills.
  • Ability to concentrate on detailed and complex matters under pressure and with constant distractions and interruptions.
  • Ability to cope with pressures associated with heavy customer volume and a variety of people who can be difficult to work with.
  • Ability to use computers for data entry, word processing and accounting purposes.
  • Ability to operate standard office equipment including document scanner automatic date stamp, copier, calculator, and multi-line phone systems.
  • Ability to work overtime with little or no notice.
  • Ability to operate computers for data entry and word processing.
