The Civil Service/Employee Benefits Specialist is a full-time, position based upon a Monday to Friday, thirty-five (35) hour work week. The Civil Service/Employee Benefits Specialist this is a clerical and administrative position responsible for assisting the Controller’s office and Civil Service Department in the administration of the City’s employee benefits and civil service requirements. The position calls for substantial interaction with employees and retirees, as well as benefit vendors and third-party administrators. It also involves working with civil service forms and records, updating and reviewing payroll certifications, and maintaining confidentiality and the integrity of City records as required. The work is performed under the supervision of the Controller and the position provides support to the Civil Service Commission.
Primary Responsibilities Include:
· Maintains employee roster records;
· Reviews payroll certifications for completeness and correctness of entries;
· Follows up on civil service procedures and documentation, such as probationary, provisional and temporary appointments, and various certifications;
· Assists in reviewing qualifications of candidates for examinations or appointments;
· Reviews personnel changes for completeness and compliance with established rules and procedures;
· Assists in the compilation, completion and distribution of employee benefits and/or civil service related materials, such as handbooks, manuals, pamphlets, examination announcements, examination and employment applications, job specifications and payroll certifications;
· Prepares and types letters, memorandums, examination announcements, certifications of eligibility, canvass letters, eligible book rankings, forms and spreadsheets;
· Assists in administering and monitoring civil service examinations and monthly civil service agenda;
· Performs clerical functions related to all insurance plans, including enrollments, cancellations, invoice review prior to payments and changes.
· Maintains confidentiality of employee, civil service and other documentation as required;
· Provides assistance and information to employees and retirees regarding options, terms, regulations, and waiver options affecting various insurance plans;
· Processes enrollments, terminations, and changes in status within the various employee benefit programs;
· Audits monthly invoices from various insurance carriers;
· Responds verbally or in writing to benefit inquiries, resolving problems or referring them appropriately;
MINIMUM QUALIFICATIONS:
A. Graduation from a regionally accredited or New York State registered college or university, with an Associate’s Degree in Business Administration, Business Applications or Office Administration and two (2) years full-time paid experience in the administration of employee benefits and/or civil service transactions;
OR
B. Graduation from high school or possession of a high school equivalency diploma and four (4) years full-time paid experience in the administration of employee benefits and/or civil service transactions;
OR
C. Any equivalent combination of training and experience from A and B.
Preferred Qualifications:
Good knowledge of basic procedures involved in employee benefits; Working knowledge of Civil Service Laws and Rules; Working knowledge of office terminology; Familiarity with record maintenance, payroll certification and the processing of employee benefits/civil service transactions; Ability to maintain a high level of confidentiality; Ability to operate a personal computer and related equipment; Ability to utilize common office software programs, such as word processing, spreadsheets and databases; Ability to follow verbal and written directions; Ability to communicate effectively, both verbally and in writing; Ability to effectively communicate and interact with employees and the general public; Ability to compose routine letters and memoranda; Ability to type at an accurate rate of speed; Good judgment; Resourcefulness; Dependability; Tactfulness; and Courtesy.
