The City of Anaheim Public Utilities Department is seeking two (2) Integrated Resources Planners I/II to join our Integrated Resources Division to perform a variety of professional level duties and responsibilities within Power Supply Operations. Candidates must have the ability to schedule energy, develop load forecasts and purchase/sell wholesale power with the California Independent System Operator (CAISO). The ideal candidates will work closely with various levels of the organization on matters concerning the City of Anaheim's power supply portfolio; Candidates must possess strong analytical skills, energy-related technical knowledge, and energy-related program development skills.

The Integrated Resources Planner performs a variety of professional level duties and responsibilities in the day-ahead scheduling, forecasting and planning of the electric utility's energy portfolio. Key tasks include coordinating, forecasting, scheduling and accounting for utility power generation and transmission according to system demands; and to monitor, purchase, and sell power resources on a real-time basis to and from other utilities. Integrated Resources Planners may negotiate and administer bulk power contracts; plan, develop, and implement advanced technologies including renewable energy resources, energy storage systems, demand side management programs, and alternative fuel programs; and coordinates the development and implementation of such programs/projects in accordance with the Department's integrated resources objectives.

DISTINGUISHING CHARACTERISTICS:

Integrated Resources Planner I - This is the entry level in the Integrated Resources Planner series. This class is distinguished from the Integrated Resources Planner II by the performance of more routine tasks and duties assigned to the employees within the series. Since this class is typically used as a training class, employees may have only limited or no directly related work experience. Advancement to the "II" level is based on demonstrated proficiency in performing the full range of assigned duties and is at the discretion of higher level supervisory or management staff.

Integrated Resources Planner II - This is the full journey level class in the Integrated Resources Planner series. Employees within this class are distinguished from the Integrated Resources Planner I by the performance of the full range of duties as assigned. Employees at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit. Positions in this class series are generally filled by advancement from the “I” level, or when filled from the outside, require prior experience.   • Evaluate the City's existing bulk power resources for cost effectiveness and efficiency; identify sources and analyze future bulk power supply requirements.
  • Recommend and develop modifications to utility rules and regulatory and legislative documents.
  • Participate in the identification of power resource needs and recommend the most economical and reliable resources.
  • Prepare, file and respond to inquiries on regulatory reports and documents; provide oral and written responses, as required in support of federal, regional, or state compliance requirements.
  • Forecast the City's power requirements using historical and real time data; schedule generation and transmission resources with the CAISO, generators, suppliers, and other utilities to determine the City's hourly resource capabilities and compare to projected system load.
  • Monitor system conditions and negotiate terms for purchase and sale of energy from other utilities; confirm power schedules with other utilities and implement contract provisions; verify and validate scheduling data.
  • Identify scheduling problems, develop alternative resource plans, and implement corrective actions immediately.
  • Prepare procedures and guidelines for power scheduling to ensure economical and demand requirements.
  • Communicate system conditions and outage information to department staff, CAISO, and other utilities.
  • Perform related duties and responsibilities as required.

Qualifications

Integrated Resources Planner I

Integrated Resources Planner II

Experience and Education Two years of progressively responsible professional experience in the procurement and administration of bulk power contracts, engineering and/or project management, and/or forecasting, analysis of integrated resources, electric load dispatching, scheduling, and transmission scheduling, supplemented by a Bachelor’s degree from an accredited college or university with major course work in business, economics, engineering, accounting, or a related field. An equivalent combination of experience and education sufficient to perform the essential job functions and provide the required knowledge and abilities is qualifying.
