What are the responsibilities and job description for the Part Time Building Inspector I position at City of Anaheim?


The City of Anaheim Planning Department is seeking a Part Time Building Inspector I who is motivated, reliable, and experienced to provide the utmost professional customer service experience.  The Part Time Building Inspector I is responsible for conducting inspections of new and altered structures and enforcing all national, state, and city codes or standards as applied to residential, commercial, and industrial buildings. Possession of International Code Council (ICC) certification as a Building Inspector is required prior to completion of the probationary period.

Ideal candidates will possess:
• Building inspection field experience from a municipal agency
• Registration as a Certified Building Inspector from the International Code Council
• Bilingual proficiency in Spanish

This is a part-time position usually averages 30 hours per week. A minimum number of hours is not guaranteed.The following functions are typical for this classification. Incumbents may not perform all of the listed functions and/or may be required to perform additional or different functions from those set forth below to address business needs and changing business practices.

  • Review, prioritize, route and schedule daily inspection assignments; confirm inspection time windows with property owners, contractors, developers and others; review available plans and other documents for inspections to be performed.
  • Conduct building inspections of structures and facilities to determine compliance with structural, mechanical, plumbing, electrical, mechanical and related codes and pertinent provisions of state and county health and environmental ordinances; perform inspections during various phases of construction, from foundation through final construction approval for compliance with codes, use of authorized materials and proper construction methods; inspect foundations, framing, plumbing, heating and electrical installations; check studs, joist, rafter spacing and other structural factors; confer with supervisor or other inspectors regarding unusual situations and/or specialized inspection requirements.
  • Assist in or read blueprints/construction plans, interpret detailed codes and regulations and explain required inspections and construction requirements to owners, architects, engineers, contractors, developers and others; advise property owners and contractors on matters relevant to building permits, construction methods, materials and types of construction and occupancy; issue correction notices, notices of violation, stop-work orders and other citations, as warranted, within limits of established authority.
  • Assist in or conduct special investigations as assigned.
  • Coordinate building inspection activities with other City departments and divisions.
  • Utilize permit tracking system and specialized software/hardware to record inspection findings, maintain inspection and permit records and develop notices, forms, reports and correspondence.
  • Carry out assigned responsibilities in accordance with Division customer service standards and expectations.
  • Perform related duties and responsibilities as required.
Experience:
  • Relevant experience in building inspection or a skilled construction trade.
Knowledge of: 
  • Methods, techniques and protocols for conducting various types of building inspections. 
  • Methods and practices used in various building construction craft areas, including plumbing, electrical, mechanical, heating/air conditioning and structural framing, as applicable to residential, commercial and industrial buildings and facilities.
  • Laws, ordinances and codes regulating building construction; appropriate safety and fire prevention methods in construction; occupational hazards and standard work place safety practices. 
  • Customer relations practices and etiquette.
Ability to:
  • Read and interpret blueprints, plans and specifications for buildings and construction to determine compliance with plans, codes and regulations. 
  • Inspect sites during construction to interpret, explain and enforce a wide range of code provisions and regulations with courtesy and tact; examine workmanship and materials, identify deviations from plans, standard construction practices and code requirements and recognize defective or unsafe construction. 
  • Make sound judgments within established codes, procedures and guidelines. 
  • Communicate clearly and effectively, both orally and in writing. 
  • Resolve job-related issues with property owners, contractors, developers, architects, engineers and others, while exercising tact, diplomacy and good customer relations practices.
License/Certification Required
  • Possession of International Code Council (ICC) certification as a Building Inspector is required prior to completion of the probationary period, and is a condition of continued employment in this classification. 
  • Possession of registration as a Certified Inspector in two or more disciplines is required prior to advancement to Building Inspector II. 
  • Registration as a Certified Combination Inspector is highly desirable. 
  • Possession of a valid California Driver's License by date of appointment is required.
Environment/Working Conditions
Environmental Conditions:
  • Due to the nature of work assignments, incumbents are exposed to field and construction site environments.
  • Travel from site to site throughout the work day.
  • Extensive public contact. 
 Physical Conditions:
  • Due to the nature of work assignments, incumbents must be able to walk, stand or sit for prolonged periods of time.
  • Bend, stoop, kneel and crawl; walk over uneven and slippery surfaces; operate vehicles.
  • Have sufficient visual acuity to conduct inspections.
