Technical position responsible for performing complex City planning work on a variety of assignments. The position is tasked primarily with all aspects of project management for a variety of planning and development projects for the City. Projects may include: review of land-use applications, development plans, variances, permits and proposals; updating the City Code when necessary; ensuring project compliance with Codes and Ordinances; conducting comprehensive plan reviews and updates; responding to questions from the public; enforcing planning codes and ordinances; utilizing GIS; providing written and verbal background information and making presentations to City Council, Planning Commission, and other advisory committees. Requires demonstrated knowledge, skills and abilities in one or more specialized areas of Community Development: planning, economic development, marketing and communication, housing, transit and transportation, redevelopment, development finance, property management and GIS.
3. Conducts research and recommends revisions to zoning, subdivision and other land use regulations and procedures to the Community Development Director. Provides recommendations for updates, revisions, and/or additions to the comprehensive plan, City code, legislation and/or building codes.
4. In consultation with the Community Development Director, acts as project manager for the preparation of research and reports, maps, drawings, illustrations and similar exhibits on specific planning issues including, but not limited to: economic development, redevelopment, transit and transportation, populations, demographics, property and land uses, comprehensive plan and other special projects as directed.
5. Answers questions, provides information, and communicates City's interpretation of planning and zoning laws, codes, permits, policies and requirements as requested by citizens, developers, elected officials and other staff. Provides information in person, on the telephone, by email, and other means as requested. Works cooperatively with other departments to resolve issues of shared concern concerning code, policies and procedures.
6. Participates in communicating and updating the City brand, comprehensive plan and plan elements. Conducts studies and works with other departments to positively convey City attributes, create development and planning policies and update long range plans for the community.
7. Prepares technical information and makes presentations for Metropolitan Council, State and Federal grant applications to facilitate planning and development activities. Administers grants received in compliance with funding program requirements.
8. Participates as a lead work representative in cross jurisdiction monitoring and planning studies and meetings with neighboring cities, Dakota County, Metropolitan Council, and other governmental entities as directed.
9. Acts as staff liaison to the Urban Affairs Committee. Conducts research, coordinates with legal and other City staff, and recommends revisions to the City Code. Sets agendas, writes staff reports, ensures preparation and distribution of packets to Urban Affairs Committee members, makes presentations.
10. Performs other duties consistent with the tasks of the position as assigned by the Director.• Bachelor's degree in planning, urban studies or related Community Development field
• Two years of related experience.
• Demonstrated history of continuous education in the Community Development field.
• Municipal planning or closely related experience.
• Demonstrated knowledge in all phases of planning, including comprehensive planning, site planning, grant programs, zoning and subdivision ordinance administration.
• Demonstrated knowledge, skills, and abilities in the field of community development and one or more specialized areas: economic development, housing, transit and transportation, redevelopment, development finance, marketing and communication, property management.
• Working knowledge of statutory requirements preferred.
• Demonstrated ability in effective verbal and written communications.
• Demonstrated effective use of graphics in presentations and communications.
• Working knowledge of personal computer programs required.
• Working experience or familiarity with GIS, Pictometry, property records search and application, and related software.
Preferred Qualifications:
• Master's degree in planning, urban studies or related Community Development field.
• 3 to 5 years municipal planning or closely related experience.
• AICP certification.
Working Conditions and Physical Requirements:
• Work is performed primarily in a standard office environment with frequent travel to worksites as necessary.
• Primary job functions require sufficient physical ability and mobility to work in an office setting; to stand or sit for prolonged periods of time; to occasionally stoop, bend, kneel, crouch, reach, and twist; to lift, carry, push, and/or pull light to moderate amounts of weight (25); to operate office equipment requiring repetitive hand movement and fine coordination including use of a computer keyboard; and to verbally communicate to exchange information.Reports to:Community Development Director.
Schedule:Full-time; Exempt. Monday – Friday; Days. May be required to work extended or unusual hours to oversee projects and attend City Council or Commission meetings or other events as needed.
